The existing 49' long X 20' wide, steel planlc deck on steel I-beams, supported by timber caps and timber piles with steel crutches, dual span bridge is structurally deiicient and will be replaced with a new, single span 70' L X 30' W, cored slab, single span bridge at the same location. An off-site detour will be utilized during construction. The project involves �0.01 acres of permanent wetland impacts (there are wetlands within all four quadrants of the bridge), <0.01 acres of excavation in wetlands and 0.01 acres of inechanized clearing, 471inear feet of permanent stream impacts (associated with bank stabilization) and 2,228 square feet of Riparian Buffer impact (1,549 sq. ft in Zone 1 and 679 sq. ft. in Zone 2, of which 192 sq. ft. of Zone 1 and 189 sq. ft. of Zone 2 -` 1"'N�t��in�g �nrra�a��'=��.. There are no deck drains on the bridge; instead, stormwater runoff will be captured at a proposed drop inlet and discharged to a rip rap pad on the south east side of the bridge, outside the riparian area, and outlet at non- erosive velocities. There are no ditches in any of the quadrants of the bridge; instead, storm water will sheetflow from the road through the grassed shoulder to the woodland and wetland areas. Robert Lepsic surveyed Benaja Creek for James Spinymussel (Pleurobenxa collina) habitat on May 1 l, 2016 and determined that there was poor habitat for this particular species. A"no effect" determination was made based upon the lack of suitable habitat which was previously discussed with Gary Jordan (USFWS), (see attached letter and email). Robert Lepsic also conducted the habitat surveys for the Smooth Coneflower (Echinacea laevigata) on June 30, 2016. He determined that there is habitat for the named species within the project area, however, no species were found. Therefore, the biological conclusion is "No effect, Habitat present". The Bald Eagle is protected in every county in North Carolina under the Bald and Gold Eagle Protection Act; however, no suitable feeding/water source is located within one mile of the project study area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recently released the Programmatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that "... it is the Service's conference opinion that NCDOT activities in eastern North Caf•olina (Divisions 1-8), as proposed, are not likely to jeopardize the continued existence of the NLEB.
