The North Carolina Department of Transportation is scheduled to replace Bridge #382 with a
new bridge at the same location. I have included the Attachments G& L with a proj ect
description and a set of the proj ect plans. A stormwater management plan is also attached. Please
review this project for compliance by your Division.

Project Description — The project consists of replacing Bridge #382 over Troublesome Creek on SR
2103 (Southard Road) and improving roadway approaches. The existing dual-span, 18' L X 20' W,
timber deck on I-beams, supported by timber caps timber piles with timber bulkheads is structurally
deficient and will be replaced with a new 65' L X 32' W, single span, cored slab bridge at the same
location. An off-site detour will be utilized during construction. There are wetlands located within the
entire project area, however, disturbance has been minimized where possible, limited to <0.01 acres of
proposed fill, 0.02 acres of inechanized clearing, 46 LF of permanent stream impacts associated with bank
stabilization and 25 LF of temporary stream impacts associated with concrete sill removal. NCDOT
proposes fill slopes at 2:1 to further minimize the wetland impacts for the project. There are no deck

drains proposed on this bridge. The project drainage system consists of an inlet pipe system on the
northeast side. Discharge from this pipe outlet will be attenuated on a riprap pad located outside the
riparian buffer areas and will be diffused by existing topographic conditions before flowing to the riparian
buffer. The ditches in the southwest and northwest quadrants will be retained and lined with toe
protection at the fill slope, the outlet diffuse before entering the buffer and wetland. There are no ditches
in the north and southeast quadrants and the roadway is in a fill section, therefore the runoff will sheet
flow off the pavement through the grassed shoulder. There are utility relocations proposed with this
bridge replacement and the plans are included. Proposed Riparian Buffer impacts include 1,836 square
feet in Zone 1 and 956 square feet in Zone 2 to accommodate the bridge. On June 28, 2016, Bob Lepsic
with Arcadis surveyed for the Small whorled pogonia within the project boundaries. There were no
specimens found, however potential habitat was present; further, there are no occurrences of this species
with 1.0 mile per NCN�IP. Therefore, the Biological Conclusion for Small whorled pogonia is No Effect;
Habitat Present. The Bald Eagle is protected in every county in North Carolina under the Bald and Gold
Eagle Protection Act; however, no suitable feeding/water source is located within one mile of the project
study area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recently released the
Programmatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This
opinion, states in part, that "...it zs the Service's conference opinion that NCDOT activities in eastern
North CaYolina (Divisions 1-8), as proposed, at•e not likely to jeopardize the continued existence of the
NLEB. "
