PROJECT SUMMARY: The applicant is proposing to perform maintenance dredging within the Causeway Access Channel, adjacent to the Atlantic Beach high-rise bridge. Town of Atlantic Beach Page Two PROJECT DESCRIPTION: The Town of Atlantic Beach has requested that the attached application be processed under the Express Permit Review Program. The dredging site is located adjacent to the Atlantic Beach high-rise bridge, within Causeway Channel, and the disposal site is located at 1400 W. Fort Macon Road (NC Hwy 58), between the Atlantic Beach water tower and the Atlantic Beach Post Office, in Atlantic Beach, Carteret County. To get to the disposal site, take East 24`h Street from Morehead City towards Atlantic Beach. Cross the Atlantic Beach high-rise bridge and turn right onto Salter Path Road/W. Fort Macon Road (NC Hwy 58). Travel west along Salter Path Road/W. Fort Macon Road approximately 1.2 miles and the disposal site will be located on the right hand side of the road, adjacent to Atlantic Beach water tower. The Town of Atlantic Beach's spoil disposal site has historically been used for various dredging projects throughout the Town's jurisdiction. The property is owned and maintained by the Town of Atlantic Beach and site elevations range from 5'-11' above Normal High Water. A shallow berm/dike encompasses the 5-acre disposal site and interior elevations (within the dike walls) are relatively flat with minimal vegetation. The applicant has ample storage for the volume being proposed, and as such, no disturbance is being proposed to the existing dike walls. Land disturbance would be limited to the access road leading to the spoil disposal site and the interior portion of the diked containment area. The Army Corp of Engineers has historically maintained Causeway Channel and the Money Island Channel as a j oint project. The Corp has indicated that funds for dredging these sections of Causeway Channel do not exist and there are no immediate plans to continue maintenance within this area. As such, the Town of Atlantic Beach has decided to pursue dredging within the Federal Channel, at their own expense, in order to provide ingress and egress for both commercial and private boaters owners. The Atlantic Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Causeway Channel are classified as SA by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant is proposing to perform maintenance dredging (bucket to barge) within Causeway Channel. The applicant is proposing to perform maintenance dredging within the federally maintained Causeway Channel. According to the application and site drawings, approximately 3,100 cu. yds. of material would be excavated via bucketibarge. The material would be dredged from three localized areas within the channel, at locations where shoals have formed, hampering access to and from the commercial marina (please refer to Sheet 1 of 3 for specific dredging locations). The spoil material would be excavated, loaded on a barge and then transported to high ground where it would be placed in a dump truck and then hauled to the spoil disposal site. The area in question would be dredged from the existing depths (averaging -3.0' Normal Low Water (NLW)) to -6.0' NLW. The dredged footprint contours would average -6.0' MLW along the outer limits and taper slightly due to sloughing. The proposed dredging activities would remain within the same footprint as originally permitted. No Coastal Wetlands would be impacted as result of the dredging, nor would any wetlands be crossed during unloading and/or off-site transportation. Spoil material generated from the dredging activities would be dredged via bucket and barge and then transported approximately 1.5 miles by land to an approved site owned by the Town of Atlantic Beach. The disposal site (440' x 335') has been historically been used for dredging operations by the Town of Atlantic Beach for years. The disposal site is bordered by NC Hwy 58 (W. Fort Macon Road) to the south, by residential and commercial properties to the east and west, and by both "404" type and Coastal Wetlands to the north. The applicant indicates that the site would be graded and new dike walls would be constructed within Town of Atlantic Beach Page Three the confines of the existing dike walls. The area is large enough that no spill box or discharge pipe would be required as part of this particular project. 10. ANTICIPATED IMPACTS: The proposed maintenance dredging would impact approximately 28,000 sq. ft. of previously dredged shallow bottom area, deepening the basin and access canal to -6.0 NLW. As proposed, it appears that the dredging and disposal activities would not impact Coastal Wetlands, Primary Nursery Areas (PNA), Submerged Aquatic Vegetation (SAV) or open shellfishing waters. Increases in turbidity should be expected during the dredging period however, no long term or adverse impacts are anticipated. A A11-1 29:?: Project Name Applicant Signature ?r Project Narrative Town of Atlantic Beach Dredging of the Causeway Channel The Town of Atlantic Beach is proposing to dredge portions of the USACOE's Causeway Channel to a depth of -6.0 feet to allow for its continued use for ingress and egress of both commercial and private boats. The Town will hire a private contractor to use a bucket to barge method of excavation or dredging and will haul spoils to an approved site, located at 1400 West Fort Macon Road. The Town is having to assume temporary responsibility for the maintenance of this channel as the USACOE budget did not include funding for this project. This channel has had significant shoaling that will require the removal of roughly 3,000 cubic yards of course to medium sand.
