Changes needed: 1. The report needs to be changed to reflect that a local advisory committee will be created. You also need to include the language that the committee will suggest sites and DWQ would approve them. YOu need to remove the language that hte EMC will approve the methodology and change that to the committe would review the methodolgy and upon EMC's delegation to DWQ to approve it, that DWQ would approve the methodolgy. 2. You state in the report that you have exhausted your search for alternatives in one short paragraph. You need to greatly expand on how much you have searched and to the extent you have searched. 3. You need to commit to at least one urban BMP site. 4. In attachment 1 pg 4, "flow" needs to be changed to "surface flow" 5. Page 8 of that attachment: credit for research needs to be deleted. 6. In Attachment 1, add the committee will review sites 7. page 8 #10, Add that BMPs will be operated and maintained in perpetuity. 8. page 9, "other flexible options" can not include research. We need for PCS to respond to the variance issues noted in the attached letter by this Friday so we can review the response and then have time to get back to you so that we can have 10 hard copies (one is for our files) and 10 digital copies of the complete package to submit to the Water Quality Committee by noon this Monday. If we agree with the additional info you submit by this Friday, then we will require you to pull these copies together and I will drop them off to the appropriate place.
