I'm not clear as to what is 2S versus 3S with regards to the set of plans that were submitted for the 404/401 application. Clement, could you clarify this for me so that I can give some more detailed advice w.r.t. the SMP submittal. I'll be in a meeting all day today but will be in the office tomorrow and Friday. What should be the design basis demonstrated in our SMP for permitting purposes: Analysis of the project site as it will be constructed at this time (no future 3S built -upon -area included in the analysis)? Then, when 3S is permitted in the future it will acquire its own storm water permit at that time. Analysis of the project site with limits of future 3S built -upon -area included in the analysis? Analysis to include both 1 and 2 above? My inclination is that #1 is the required design basis to be demonstrated in the SMP, and we would do our own calculations to confirm that 3S will have capacity provided in the storm water infrastructure. Please ensure that everything itemized on the supplement form is shown/identified in the plans and/or calculations that you submit. With regards to grading, DWR has no authority to determine what your client does on high ground in advance of receiving the permits to disturb streams and wetlands. Any grading activity is done at the risk that changes to the site/design may be required through the 404/401 review process. No impacts to streams or wetlands and no built upon areas (as defined by 15A NCAC 02H .1002) may be added without final 404 & 401 approvals. I'll be in the field the rest of this week but will be in the office most of next week if you have follow up questions. I'll be the civil engineer for detailed engineering. I've attached your Request for Additional Information as a reference. 1. Would you be able to provide copies of Sections A-1 and A-2 of the new Stormwater Manual due out on 3/31? 2. We would like to actively pursue a rough grading package in order to commence earthwork on the project as soon as possible. No impervious area would be proposed and we would not disturb the streams/wetlands as part of the rough grade. A finished grading civil package would then be developed later and not commenced until approval of the 401/404 permits. a. Would the rough grading as described above only fall under the jurisdiction of DEMLR in regards to erosion control, or would a stormwater review be required as well? b. Where can I find location of the applicable setbacks from the streams and wetlands? c. What if we decide to proceed with addition of some minor impervious area (e.g., graded aggregate construction access roads and initial foundation work in limited areas)? d. We'll be meeting with the City of Shelby to discuss the rough grade and permitting early next week. 3. Regarding Comment #8, SMP: Clement mentioned tome following his discussion with you that we are to follow a set of checklists/spreadsheets for the BMPs we intend to employ. Where can I find this information? Sections A-1 and A-2? Or, is this the Minimum Design Criteria in Part C that you are referring to? We will likely be proposing the use of Wet Ponds for the project given the large drainage basins. Feel free to give me a call to discuss, or respond via email. My contact info is below.
