Annual Avg Daily Traffic (veh/hr/day): Design/Future: 5300 Year: 2016 Existing: 5300 Year: 2013 General Project Narrative: Replacement of Bridge No. 130262 on SR 1107 (Falls Ave.) over Gunpowder Creek Lake in Caldwell County northeast of Granite Falls, NC. Proposed 400' long by 40' wide four-span bridge to (DesCription of Minimization of Water replace existing 400.5' long by 24.5' wide twleve-span bridge. The proposed grade will be approx. 1' to 2' above existing ground within the vicinity of the bridge and roughly matching existing Quality Impacts) ground by approx. 120' right of the lake and 185' left of the lake (looking downstream). The proposed project is an in-kind bridge replacement and does not involve any significant widening or increase in the traffic carrying capacity of SR 1107. Therefore, no increase in pollutant load generation is expected long term as a result of the project. NCDOT proposes to maintain the existing distributed discharge of stormwater runoff along the 400 feet length of the bridge deck to maintain safe passage by the traveling public. A distributed discharge across such a large area is expected to be protective of water quality standards for the following reasons: • Multiple smaller volume discharges across the width of Old Millpond optimizes the use of the reservoir's assimilative capacity by maximizing dilution of any pollutants. • Distributed discharges eliminates the potential for channel/bank erosion by avoiding a concentrated discharge of a larger volume of bridge deck runoff at a single location on land. • USGS Scientific Investigations Report 2011-5180 entitled "Characterization of Stormwater Runoff from Bridges in North Carolina and the Effects of Bridge Deck Runoff on Receiving Streams" confirms that pollutant concentrations from secondary roads are generally quite low and there is little evidence from the report to suggest that distributed discharges into a reservoir the size of Old Millpond would pose a risk to water quality standards. Stormwater runoff from the north approach of the proposed bridge is to flow to two proposed catch basins in the northeast quadrant and flows through a proposed 15" pipe until it will be diffused with a riprap pad at the proposed pipe outlet in the northwest quadrant. Stormwater from the southeast approach will flow into two proposed catch basins and through a 15" RCP and from the southwest quadrant into a proposed 18" pipe and a standard 'V' ditch yielding minimum velocities and diffused with riprap pads at the ditch and pipe outlet from which the existing drainage does not benefit. All proposed stormwater runoff is discharged as far away from the stream and at the lowest velocities as practicable.
