The existing bridge is closed due to crushed creosote timber supports wk�ch Ied to sagging in the bridge deck. This is an �nsafe emergency situation with accelerated desi� and construction times. The bridge is in a residential area witb high traffic volumes sQ �there are quite a Few folks inconvenienced by the bridge failure_ As a result, we ask that this permit request be processed as soon as possible. The bridge crosses Old Mi11 Pond, which is a danuned up section of Gunpowder Creek (Class: WS-N) on the easiern edge of Grariite Falls. As a result af the daan, water depths will be appraximately 1 S feet in the middle of the pond. Removal of the entire causeway will be nearly impQssible siznply due to visibility issues. I have consulted with WRC and #hey have agreed that retai�in� the lorver one �aot of the causewa_y may well divexsify the iish habitat without creatuxg an aquatic life passage barrier. As a result, we are listing the causeway "impacts" as permanent in the applicatian. The Dam is owned by Mr. Oc�ell White. Mr. Wh�te periodically pumgs water from the pond to irrigate his nearby golf cvurse. Our contractor will contact Mr. White and inquire about the passibility of releasing some of the water frnm the pond �o minimi�e the size a� our causeway. This permit request assumes that pond water levels will remain unchanged. The propased bank stabilizatian is actually a paratlei impact to the causeway so impacts were not doubte eounted. The new bridge will have fewer interior bents and tb.ey will fall within #he footprint c�f the retained lower portion of the causeway. No concer�s were raised. A visual inspection was canducted as well as a review of Natural Heritage Prograrn database (see attachment) with no element o�etxrrences observed. This is a sta.te funded project and is not located within or near a NLEB red HLJC. The subject proj�ct wzll have no effect on any federally listed endangered plant ar animal species. It will likel� be necessary ta cut a few trees near the new abutments but clearing will be <0.1 acres. This project has been r�viewed for culturaI resources. No surveys were required (see attachment�). The project impacts are not signaficant in nature anc� should not alter the best usage for this stream.
