Anti -seep collars will be used as required by state regs and the specifications are enclosed. A PDF of the site plan is also enclosed and shows where these devices will be installed. Concrete specs are also included and the WQC requirements as they apply to Class B concrete will be met. Additionally, any excess overburden will be removed from any wetland area after construction activities are completed. The wetland area will be returned to pre -construction contours once the overburden is removed. Please let me know if you have any questions. I have attached a copy GC 4086 for your review. To issue the 401 Water Quality Certification, the conditions in the attachment must be met. Currently, I am reviewing Condition 6 and 7. I do not specialize in utility line activities, and would like your help in ensuring that these conditions are met. . For all utility lines constructed within wetlands, an anti downstream (utility linegradient) wetland boundary and the utility exits the wetland, Inti -seep collars may be compacted clay, PVC pipe, or metal collars. Castings shall meet ASTM A-48 and shall have an asphalt coated finish. Manhole steps shall also be provided for manholes over 4' deep. Steps shall consist of %2" grade 60 steel coated with copolymer polypropylene plastic conforming to ASTM D4101 and ASTM A615. Step spacing shall be consistent with the latest OSHA requirements. 2.8.2 Manhole covers, frames, and steps shall conform to the details for each type manhole on the plans, or to similar plans differing in detail but of equally good design, provided such castings are approved by the County prior to use. Covers and frames shall be machined to provide plane, smooth surfaces for uniform seating and interchangeability of covers. Rings and covers that provide imperfect seating will be rejected. All covers and frames shall be suitable for traffic service. Minimum opening shall be 22" in diameter, minimum weight of cover shall be 120 lbs., and minimum weight of frame shall be 190 lbs. Manhole covers shall have no holes. Special frames and covers shall be provided where manholes are installed within traffic areas and for sealing manholes watertight at locations shown on the plans. These frames and covers shall conform to the above specifications and shall be provided with a one-piece rubber gasket seated into the manhole frame. In floodplain, water tight lids with gaskets and bolt down hardware must be provided. 2.9 Concrete: 2.9.1 Concrete for piers, protection, and other uses shall be composed of Portland cement, sand, coarse aggregate, water and such admixtures as maybe allowed in such proportions as to provide a minimum 28 -day compressive strength of 3,000 psi. The source of concrete and mix design shall be approved by the Engineer prior to use. The minimum cement content shall be 5 sacks per CY of rounded course aggregate and 5 sacks per CY of annular course aggregate. The maximum water -cement ratio shall be 6.8 with a slump range of 2"-4". 2.10 Crushed Stone: 2.10.1 Crushed stone for pipe bedding shall conform to ASTM C33, size no. 67 with a size range of %2 inch to one inch. Anti-seep collars may be constructed with class B concrete, compacted clay, PVC pipe, or metal collars. Wetland crossings that are directionally drilled, and perpendicular wetland crossings that are open cut and less than 150 feet long do not require anti-seep collars. The compacted clay shall have a specific infiltration of 1 X 10-1 cm/sec or less. A section and plan view diagram is attached for the anti-seep collars.
