Hey Jennifer -
I hear you and Karen are taking over 401/Buffer permits from Cherrie for the Regional Office? If so, I have a quick question
regarding a minor buffer authorization modification. I have a project in Carrboro (Orange County) that is currently under
construction, and the contractor has noticed evidence of scour around the bridge abutments located outside the stream
top of bank. The contractor has requested the permanent placement of riprap bank stabilization to protect the bridge
foundation in the areas currently identified as temporary impacts in the buffer authorization. This change would result in
a total of 13 square feet of temporary zone 1 impact being converted to permanent (right bank of Bolin Creek only), and
271 square feet of temporary zone 2 impact would be converted to permanent (176 square feet on the left bank, 95
square feet on the right bank). The only change here is due to the placement of riprap bank stabilization material to
prevent scour at the bridge foundation. The buffer impact is still resulting from the greenway construction, so I think this
may be as simple as revising the four values (BZ1 and BZ2 temporary and permanent impacts) in the authorization form.
Alternatively, I can add a third impact type and call it bank stabilization?
For this sort of modification, do we need to send in the full 3 -copy package routed through Karen to process? The
submittal would be a cover letter with narrative, the plan sheet showing impacts, and the updated table from the buffer
authorization. This seems fairly straightforward so I was trying to see if this can be done by email, but if I need to send in 3
physical copies I can do that too!
