JAY ZIMMERMAN Director RECEIVE®INCOEQIRR MAR 2 8 2011 WatarQuality Permitting Sactl®n On March 16, 2017, Min Xiao of this office met with you and City of High Pointe staff to perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the Ward Water Filtration Plant (WFP). The treatment facility was found to be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The NPDES permit was reissued February 1, 2017, and will expire on August 31, 2021. II. Self -Monitoring Program The monthly discharge monitoring reports (DMR's) were reviewed for the period January 2016 through December 2016. The facility was found to be in compliance with the NPDES effluent limits for the above. period. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. M. Flow Measurement The NPDES permit contains two outfalls. Outfall #002 (north lagoon) is the primary discharge point. Flow at this outfall is measured using a Siemens ultrasonic meter for the purpose of continuous measurement. The ultrasonic meter is calibrated semiannually, and was last calibrated on August 17, 2016 by City of High Point staff. Outfall #001 (south lagoon) discharges if solids are being removed from the north lagoon, or if outfall #002 couldn't be used for discharging due to accidental problems. Flow at this outfall is estimated by measuring water height in a parshall flume. An ultrasonic meter has been scheduled to install for outfall #001. IV. Sludge Handling and Disposal Solids from the settling ponds are periodically removed every three or more years 'by dewatering with portable centrifuges. The last removal event occurred in June and July 2015. The dewatered sludge is disposed of at the City of High Point landfill. Operations and Maintenance The facility was competently operated and maintained. Both of the plant and laboratory are very clean and organized. No problems or concerns were noted. VI. Facility Site Review The wastewater comes from water processing and filter backwash. The wastewater treatment components consist of the following: two 10 MG settling basins (operated in series), tablet dechlorinator unit (sodium sulfite) and effluent flow measurement. The system discharges daily through outfall #002. VII. Records/Reports A review of the facility files .found the operators records to be complete and maintained according to the permit. A comparison of the July and November 2016 DMR with the corresponding operator records and laboratory results for Flow, TSS, NH3-N, TN, TP and Fluoride showed that all field measurements were transcribed onto the DMR correctly. VIII. Effluent/Receiving Waters The system discharges into an unnamed tributary to Richland Creek, class "WS -IV *" waters in the Cape Fear River Basin. The effluent was clear on the day of the inspection. Our office appreciates your efforts to comply with the NPDES permit. August 31, 2021. No violations were found for the review period January 2016 through December 2016. A review of the July and November 2016 DMR revealed that the data were transcribed correctly from ORC's records and lab's test results. Outfall #001 has a single dechlorination tube in the manhole Oust before the outfall. The dechlorination tubes are checked daily to ensure adequate tablets (sodium sulfite).
