On March 17, 2017, Min Xiao of this office met with Mr. Bruce Weaver to perform a Compliance
Evaluation Inspection on the wastewater/stormwater discharge from the Associated Asphalt
terminal located at 100 S. Chimney Rock Road. The inspection findings are detailed below and an
inspection checklist is attached.
I. Permit
The NPDES permit has expired on August 31, 2016. The Water Quality Permitting Section has
received your permit renewal application on March 4, 2016.
II. Self -Monitoring Program
Submittal of the electronic Discharge Monitoring Reports (eDMRs) began in January 2015. The
monthly discharge monitoring reports (DMR's) were reviewed for the period January 2016 through
December 2016. The facility was found to be in compliance with the NPDES effluent limits for the
above period. In regards to the permit monitoring requirements, it was noted that all sampling was
performed per the frequencies specified in the permit.
III. Flow Measurement
The permit requires episodic flow monitoring. The discharge volume from the retention pond is
calculated by opening the locked release valve four turns and then timing the release (600 gpm). It
was noted that no discharge occurred during the review months of January, March, April, June,
September, November, December in 2016.
IV. Facility Site Review
The treatment system consists of a 1.0 MG retention pond. The retention pond is used to receive
accumulated wastewater/stormwater from the bulk liquid storage containment, truck loading areas,
boiler blowdown, and condensate. Effluent flow from the pond is calculated by opening a locked
release valve four turns and then timing the release (600 gpm). The water'in the pond was observed
to be clear.

VII. Records/Reports
Only pH is measured onsite by Associated Asphalt staff. Other parameters are measured by
Meritech, Inc. The facility does not possess a field parameter certification currently, which shall be
obtained through Laboratory Certification Branch of NC DEQ.
A comparison of,February and October 2016 DMR with the field records and laboratory results
revealed that Flow, pH, Turbidity, TSS, Oil -Grease, and Benzene had been correctly transcribed.
The unit'of Plieriol was reported in mg/L in Meritech's laboratory results, however, the data of
Phenol were directly -put into DMR without converting the units from mg/L to ug/L. Please note the
difference between these two units and correct this mistake in the following DMR's.
VIII.. Effluent/Receiving Waters
The. effluent eventually reaches a tributary of the East Fork Deep River, class WS -IV waters of the
Cape Fear River Basin. No effluent was being discharged on the day of the inspection.

Comment: Flow is measured once the discharge event occurs. Only pH is measured onsite, other
parameters are measured by Meritech, Inc. However, this facility shall obtain a field
parameter certification (do not have a field certification currently).
A_ comparison of February and October 2016 DMR with the field records and laborato
results revealed that Flow. PH, Turbidity, TSS, Oil -Grease, and Benzene had been correctly
transcribed. The unit of Phenol was reported in ma/L in Meritech's laboratory results,
however, the data of Phenol were directly put into DMR without converting the units from
mg/L to ug/L. This parameter is measured only for monitoring purpose (without a limit).
An annual Acute Toxicity Test report was prepared for review.
