Can you explain this further. The stormwater requirements are to include all impervious surfaces at build out. Per DWR Policy Impervious Areas that are bypassed may be allowed as long as the required water treatment volume is accounted for in the SCM. Please find the attached calculation that should have been included in your original packet showing the required volume and the volume provided in the SCM. It appears that it may have been left out of the original submittal. I do apologize.  The Design Manual and MDC for all SCMs as found here, requires that all SCM’s provide for erosion protection at the inlet and the outlets. I didn’t see calculations and/or riprap at the inlet/outlets. I believe you were sent a slimmed down version of the calcs and plans. Please find the attached Erosion Control Sheet that shows the Outlet Protection and the calculations associated with those.  The MDC for all SCMs requires that SCMs shall have a method to draw down any standing water to facilitate maintenance and inspection but I did not see this shown on the plans. A note has been added to Sheet CE-09 to say that a Portable Pump shall be used during maintenance and emergencies.  The MDC for all SCMs requires that the SCM shall include an overflow or bypass device but I did not see an emergency spillway shown on the plans. A 20' Wide Emergency Spillway has been added to Sheet CE-09 attached.  The MDC for all SCMs requires that every SCM shall be made accessible for maintenance and repair including access to the nearest public right of way that is a minimum of 10 feet and does not include lateral or incline slopes that exceed 3:1. I did not see that this has been provided. A 15' Wide BMP Access Easement is shown between Lots 30 and 31 at a slope of 6.25%. Please let me know if this is not acceptable.  The MDC for all SCMs requires that SCMs be located in permanent recorded easements and I did not see an easement shown on the plans. The BMP is located on property that is Common Area and will be owned by the HOA. See Sheet CE-01 attached.  The MDC for Wet Ponds requires that the dam structure shall be vegetated with non-clumping turf grass. Please provide a vegetation plan for the dam/embankment structure. 1 See Seeding Note added to Vegetation Table on Sheet CE-09. I appreciate your time and effort. MATTHEW 7:24 Conversion Procedure - Sediment Basin to Wet Detention Pond 1. After the site is completely stabilized, contact Stocks Engineering @ 252-459-8196 for verification of completion and stabilization. 2. Contact Johnston County for approval to remove all temporary erosion control measures. 3. Upon approval from Johnston County, begin the conversion of the wet pond from a temporary sediment trap to a permanent BMP as follows. 4. If standing water is in the basin, contractor shall pump the water out discharging through a silt bag. 5. Bring the side slopes surrounding the pond and vegetated shelf to the proposed grade. 6. Contractor shall excavate the bottom of the pond to the depth of the proposed basin. 7. Excavated material must be disposed of in an approved off-site location. 8. Care must be taken to prevent any sedimentation/re-sedimentation during this process, as sediment deposits in the bottom of the pond may affect the depth. If any sedimentation occurs during this process, Contractor shall remove sediment immediately. 9. Contact Stocks Engineering O 252-459-8196 to inspect excavated pond before continuing construction. 10. Upon approval of Stocks Engineering, continue constructing pond per details. Establish appropriate permanent vegetation around pond as soon as possible. 11. Upon completion of pond construction, remove sediment from silt fence and dispose of at an approved off-site location.
