First 4' of shoulder is paved. Annual Avg Daily Traffic (veh/hr/day): Design/Future: 1540 Year: 2025 Existing: 770 Year: 2011 General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to replace Orange County Bridge #670189 on Buckhorn Road (SR 1114) over Cane Creek. The (Description of Minimization of Water existing structure is a single span bridge (1 @37') and is timber deck on I-Beams supported by steel and timber caps, timber piles and concrete encased timber bulkheads. The Quality Impacts) proposed structure is a Single Span 33" Box Beam with 4' Deep Caps, 1@85'. This structure has been designed to have no stream impacts and as little environmental impacts as possible. Existing concrete sills underneath the bridge along the banks of the channel will be retained to avoid stream impacts. There is a conservation easement in the southwest quadrant of the bridge. As shown in the permit drawings, existing right of way/property line is the boundary of the conservation easement. This project has been designed to have no impacts to the conservation easement. To avoid direct discharge of bridge storm water into the receiving water, deck drains are not required for the proposed bridge. Storm water impacts to the stream have been minimized by utilizing grated inlet and pipe to collect bridge storm water and outlet at 12+90 RT to an existing roadside ditch. This ditch ends at 13+00 RT and becomes diffuse flow. This diffuse flow will run for a distance of 35'+/- in a wooded area before entering the buffer. This ditch will be retained. At the NW quadrant, an existing roadside ditch has outlet at 12+57 LT with diffuse flow and runs for 20'+/- before entering the buffer. This ditch will be retained and lined with toe protection along the fill slope. At the NE quadrant an existing roadside ditch has outlet at 14+48 LT with diffuse flow and runs for a distance of 15+/- before entering the buffer. This ditch will be retained and lined with toe protection along the fill slope. In the SE quadrant an existing roadside ditch has outlet at 15+47 RT with diffuse flow and runs for a distance of 60+/- before entering the buffer. This ditch will be retained. At all four quadrants, there are no proposed roadside ditches with concentrated flows or proposed stormwater conveyances through the buffers. Due to the nature of low impact bridge replacement, the increases in stormwater discharges (post vs pre condition) are insignificant and the existing ditches do not need to be modified. Therefore, additional stormwater measures are not required.
