The North Carolina Deparhnent of Trausportation is scheduled to replace Btidge #189 with a�
new bridge at the same location. I have included the Attachments G& L with a project
description and a set of tlie project plans. A scormwater management plan is also attached. Please
review this project for compliance by your Division.

Project Descriptio� — The project consists of replacuig I3ridge #I 89 over Cane Cccek on SR 11 14
(Buckhori� Road) xnd impinving roadway ap�roaches. The existing 3 7' long X 19' wide, si��gle span,
timber dccic on I-beams supporled by steel and timbar caps; timbet piles and conerete encased timber
bulkhcads bridge is structurally deficicnt and will be replaced with a new, single span 85' L X 32' W, box
beatn, single span bridge. An off-site detour will bc utilized during caush�uction. The project involves no
welland impacts (there are no ��vetlands within the project boundaries), no permanent st��eam inlpacCs
(existing conerctc sills uuder the bridge will be retaincd) and 2,045 square feet oPJordan T al:e Riparian
buffer impacL (1,4J 2 sq. ft. Zone 1 and 633 sq. ft. Zone 2) adiich arc listed as "allowable" per the Jordan

runoff will be captured a proposed drop inlets and discharged onto a riprap pad located outside Zone 2 at
non-erosive velocities. All other stormwater is discharged into a relocated ditch aY non-erosive velocities.
Robert Lepsic sutveyed the stream within the project boundary for the presence of preferred habitat for
the Dwaii Wedgemussel (Alas�nzdo»ta heterodoi2) and detennined that good habitat existed, however, no
mussels were observed during the April 8, 2016 site visit. Additionally, there are no NHP records of
dwarf wedemussel occun�ing witliin I mile of the project site. Further, these findings were submitted Yo
Gaiy Jordan with USFWS and he concurred with the "No effect, Habitat present" determination (see
attached email). Habitat surveys for Michaux's Sumae and Smooth Coneflower were conducted on June
28, 2016 and determined thaY there is habitat for the named species, however, no specimens were present
within the project area; therefore the biological conclusion is "No effect, Habitat presenY'. The Bald
Bagle is protected in every county in North Carolina under the Bald and Gold Eagle Protection Act;
however, no suitable feeding/water source is located within one mile of the project study area to support
Bald Eagle habitat. Also, Mr. Gatry Jordan (USFWS) recently released the Pirogrammatic Conference
Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that
