All other stormwater is discharged into a relocated ditch aY non-erosive velocities. Robert Lepsic sutveyed the stream within the project boundary for the presence of preferred habitat for the Dwaii Wedgemussel (Alas�nzdo»ta heterodoi2) and detennined that good habitat existed, however, no mussels were observed during the April 8, 2016 site visit. Additionally, there are no NHP records of dwarf wedemussel occun�ing witliin I mile of the project site. Further, these findings were submitted Yo Gaiy Jordan with USFWS and he concurred with the "No effect, Habitat present" determination (see attached email). Habitat surveys for Michaux's Sumae and Smooth Coneflower were conducted on June 28, 2016 and determined thaY there is habitat for the named species, however, no specimens were present within the project area; therefore the biological conclusion is "No effect, Habitat presenY'. The Bald Bagle is protected in every county in North Carolina under the Bald and Gold Eagle Protection Act; however, no suitable feeding/water source is located within one mile of the project study area to support Bald Eagle habitat. Also, Mr. Gatry Jordan (USFWS) recently released the Pirogrammatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that `... rt is the Se�vice's confere»ce opz�zion thatNCDOT activzties in eastern No�°th Carolina (Divislo�as 1- 8), as piropose�; rn•e not Zzkely to jeopardzze the co�atinued existence of the NLEB.
