I have enclosed a set of plans, a PCN application for N WP # 14, and a vicinity map relative to the
proposed bridge replacement project on SR 1798 Tater Town Road, McDowell County, NC.
Please replace the Wetlattd Permit Impact Summary Table included in the plan sheets with the
attached Amended Impact Summary Table.
We propose to replace the existing single span 20' 7" long timber bridge with an aluminum box
culvert (20' 7" wide x 5' 3" high x 3T 6" Iong) with a low flow banel with sills and batlles.
Current stream slope at the site is 1.66%; the proposed slope is 1.75%. Culvert installation will
result in permanent impact to 38 linear feet (LF) of Katy Creek with an additional 52 LF of bank
stabilization. Temporary impacts to 150 LF of the stream are necessary for dewatering/diversion
during construction. The stream is approximately 4' wide and 3" deep with a predominately
sand, gravel, and large cobble substrate. It is classified as Class C.
Existing channel morphology will be maintained upstream and downstream of the culvert.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myotrs septen[rionalis)
(NLEB) summer roosting habitat via tree clearing. Following the SLOPES protocol from
Condition 3.13 Northern Long-Eared Bat—Endangered Species Act Compliance in the
Fittal Regional Conditions of the 2017 NationWide Permits the project is located outside of a red
H[JC. The bridge's underside could not be surveyed for bats; the beams were approximately 3'
above the stream and were too low to get under the bridge to look for bats or evidence of
presence/usage. Approximately seven trees will be cleared for the project. No effect on the

As a part of the 401 Certification process, the project was processed through the DOT
Programmatic Agreement for Minor Project as required by Section 106 of the National
Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
These forms are attached for the Corps file.
This project does not fall within a designated trout watershed as described in Condition 2.7
Trout Waters in the Final Regional Conditions of !he 2017 NatronWide Permits. Therefore,
comments from the North Carolina Wildlife Resources Commission Westem Region Coordinator
are not necessary.
By copy of this letter, we are asking the Area Roadside Field Operations Engineer to comment
on the above project. Katy Creek is classiFed as Class C. The project will not require a trout
buffer vaziance.

to implement sufficient compensatury� cold stream mittgatlon credits to offset the impacts associared with this
project as determi��ed by [he regulatory agencies using [he delivery timeline listed in Sec[ion F.3.c.iii of the In-Lieu
Fee Ins[�vment da[ed �uly 28, 2010. If the above referenced impact amounts are revised, then this mitigation
accep[ance let[er will no longer be valid and a new mitigation acceptanre letter will be required frmn NCDEQ-DMS.
