I have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on SR 2748 Buckeye Cove Road, Buncombe County, NC.
Please replace the Wetland Permit Impact Summary Table included in the plan sheets with the
attached Amended Impact Summary Table.
We propose to replace the existing 19' S" long timber bridge with a corrugated aluminum arch
box culvert (20' 1 P' wide x 6' 1" high x 32' long) with a low flow barrel with sills and baftles.
Stream slope at the site is 2.23%. Culvert installation will result in permanent impact to 32
linear feet (LF) of Christian Creek with an additional 50 LF of bank stabilization. Temporary
impacts to 86 LF of the stream are necessary for dewatering/diversion during construction. The
stream is approximately 10' wide and 6" deep with predominately sand, cobble, and small
boulder subshate. It is classified as Class C. An unnamed tributary to Christian Creek,
measuring 3' wide and 3" deep with a sand, cobble, and small boulder substrate, will have 15 LF
of impact from bank stabilization and 20 LF will be dewatered.
Existing channel morphology will be maintained upstream and downstream of the culvert.
Ripazian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myotrs septentrionalis)
(NLEB) summer roosting habitat via tree clearing. Following the SLOPES from NWP Regional
Condition 3.13, the project is located outside of a red H[JC. The bridge was surveyed for
evidence of bat presence/usage; none was found. Approximately four trees will be cleared for the
project. No effect on the remaining Buncombe County list of federally protected species
(threatened or endangered) will occur.

As a part of the 401 Certification process, the project was processed through the DOT
Programmatic Ageement for Minor Project as required by Section 106 of the National
Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
These forms are attached for the Corps file.
This project does not fall within a designated trout watershed as described in Section 2.7 Trout
Waters in the Final Regiona! Conditions of the 2017 NationWide Permits. Therefore, comments
from the North Carolina Wildlife Resources Commission Western Region Coordinator are not
necessary.
By copy of this letter, we aze asking the Area Roadside Field Operations Engineer to comment
on the above project. Christian Creek is classified as Class C. The project will not require a
trout buffer variance.

stabilization) and 20 LF of temporary impacts (diversion). The project will permanently impact 91 LF of the 2

NCDEQ-DMS will commit to implement sufficient compensatoiy sh•eant mi[igation credits ro nffset the impacts
associated with this project as determined by the regulatoiy agencies using the delivery timeline listed in Sec[ion
F.3.ciii of the In-Lieu Fee Instrument dated July 28, 2010. If the above referenced impact amounts are revised, then
this mitigation acceptance letter will no longer Ue valid and a new miligatlon acceplance Ietter will be required from
NCDEQ-DMS.
