Sullins, Director Division of Water Quality April 11, 2008 MEMORANDUM To: Ian McMillan 401 Permitting Unit From: Sue Homewood WSRO Re: 401 Permit Application for Smith Reynolds Airport The WSRO has reviewed the application for project 07-2160. A site visit was conducted on April 10, 2008. The WSRO recommends resolution of the following two items: • This project will be adding impervious surface and will need to submit a stormwater management plan. Based on conversations with the applicants agents, stormwater plans are currently being developed. • Based on conversations with the agents for the project, this project has recently submitted documentation to the State Clearinghouse for the SEPA review process. Documentation of that review should be requested. The stream relocations are not being designed as natural channel's and should not be considered as onsite mitigation. The applicant has submitted documentation of acceptance of the mitigation by the EEP program. Based on our review, the WSRO recommends approval of this project with the following conditions: • Blasting and "chipping" of natural bedrock within the new stream channel locations should be limited as much as possible. Where possible, the stream channel should be installed to utilize natural bedrock for bottom elevations rather than installing a perfectly trapezoidal feature into the bedrock. • The channel relocations should be constructed with minimal disturbance to the existing channels. The existing channels should retain as much buffer as possible during new channel construction and crossings of the existing channels should be minimized and protected with appropriate sediment and erosion control measures. • The Division of Water Quality, WSRO, should be notified when construction on the new stream channels begins. Please contact Sue Homewood at 336-771-4964 at the time of notification. • Upon completion, the new channels should be visually inspected at a minimum of quarterly to ensure permanent stream stability. Inspections should continue for one year, or two bankful events, whichever is less. • All channel relocations will be constructed in a dry work area and stabilized before stream flows are diverted. Channel relocations will be completed and stabilized, and must be approved on site by DWQ staff, prior to diverting water into the new channel. Whenever possible, channel relocations shall be allowed to stabilize for an entire growing season. Vegetation used for bank stabilization shall be limited to native species. A transitional phase incorporating coir fiber and seedling establishment is allowable.
