REQUEST FOR MORE INFORMATION
Dear Mr. Springman:
On June 26, 2008, the Division of Water Quality (DWQ) received your application in
regards to culverting a segment of stream to facilitate the installation of a soccer field at
the Highlands School. The DWQ has determined that your application was incomplete.
Therefore, unless we receive the additional information requested below, we will place this
project on hold as incomplete until we receive this additional information, or until the below
stated deadline has passed. If the requested information is not received by the deadline
below, the package will be returned. Please provide the following information so that we
may continue to review your project.
Additional Information Requested:
1. In Application Item VIII., it is stated that the proposed mitigation will be through the
donation of a degraded stream along with adjacent land such that it shall someday be
restored. As the Division requires that the mitigation occur prior to, or concurrent with,
the impacts as to minimize temporal ecological losses associated with the project, this
mitigation is inappropriate. You must provide an adequate mitigation package for the
proposed activity, which will provide an ecological uplift within the drainage basin where
the impacts will occur. Should you not be able to secure an appropriate mitigation plan,
you may choose to withdraw your application until such a time that you can provide an
acceptable mitigation package for the proposed impacts.

This letter only addresses the application review and does not authorize
wetlands, waters or protected buffers. Please be aware that any impacts
your application are not authorized (at this time) by the DWQ. Please
