Thank you for your request for comments regarding the following Division 7 projects:
B-4958, Replace Bridge No. 106 on SR 2128 (Bunch Road) over Reedy Fork Creek; Guilford Co.
B-5715, Replace Bridge No. 17 on SR 2351 (Witty Road) over Haw River; Rockingham Co.
I visited both of these projects on 2/22/2017 and confirmed the presence and boundaries of wetlands and streams as flagged
and mapped by Ecosystem Planning & Restoration, LLC. Please be aware that impacts associated with the discharge of dredged
or fill material into jurisdictional waters of the United States are subject to our regulatory authority pursuant to Section 404 of
the Clean Water Act. Any discharge of dredged or fill material into waters of the United States including wetlands would
require Department of the Army (DA) permit authorization. The type of DA authorization required will be determined by the
location, type, and extent of jurisdictional area impacted by the project, and by the project design and construction limits.
Until additional data is furnished that details the extent of the construction limits of the proposed projects we are unable to
verify that the projects will not have jurisdictional impacts, or to provide specific comments concerning DA permit requirements
or a recommendation of avoidance and minimization measures and/or alternatives. However, the Corps is in favor of replacing
these bridge structures in place with bridges; such project constraints typically decrease impacts to waters of the US to the
greatest extent practicable. Bridge-to-bridge replacement projects with off-site detours are typically authorized via Nationwide
Permit 3 for maintenance and/or Nationwide Permit 13 for bank stabilization.

Dear Agency Representative:
SUBJECT: Notification of start of activities for NCDOT State Transportation Improvement Program bridge replacement projects to
be let in 2017 and 2018.
The NCDOT has begun the planning, environmental, and engineering studies for the bridge replacement projects listed in the
attached spreadsheet. It is anticipated that the projects will include replacement of the existing bridge with a bridge.
The NCDOT would appreciate any information you might have that would be helpful in evaluating potential environmental
impacts of the projects. A vicinity map for each bridge replacement project is attached.
Please note that there will be no formal interagency meeting for these projects. It is desirable that your agency respond by April
13, 2017 concerning any beneficial or adverse impacts of the proposed projects. If you would like additional time to provide
comments, please let me know.
