Site Description - The locations of work are on the South Beach and West Beach shorelines of Bald Head Island. The project fill areas involve approximately 16,200 ft. of South Beach shorefront and 2,000 ft. of the West Beach shorefront. The elevation of the affected beach profile varies significantly. All work will in general be performed seaward of the +9ft. NGVD contour, which is seaward of any major vegetated duneline. The existing sandy shorelines to be nourished by way of sand placement are utilized primarily for recreational purposes. They do however likewise play a major role in the protection of private and public properties, structures, and infrastructure (i.e. roadway, sewer, water, electric, etc.). The South Beach shoreline has been the recipient of approximately 4 Mcy of sand placed by the Wilmington District, USACOE since 2001. All material originated from channel maintenance in accordance with the mitigation requirements of the Wilmington Harbor Sand Management Plan. The West Beach shoreline was nourished by the Village in 2005. The source of sand (45,000 cubic yards) was Bald Head Creek. ITEM NO. 5. The project sponsor is the Village of Bald Head Island. The subject shorelines to be nourished are open to the public. The project purpose is to provide for a protective beach suitable for recreational purposes as well as sea turtle habitat. The project is intended to continue to mitigate for natural erosion and sand losses which result from the bi-annual maintenance dredging of the adjacent federal navigation project channel which lies in close proximity to Bald Head Island. (k) - The proposed activity will comply with the North Carolina Environmental Policy Act. -2- EXHIBIT B (DCM MP-1) PERMIT APPLICATION PROJECT NARRATIVE VILLAGE OF BALD HEAD ISLAND BEACH RESTORATION PROJECT Project Location Bald Head Island is the southernmost of three co joined islands which form the Smith Island complex located at the mouth of the Cape Fear River in eastern Brunswick County, NC (see Figure 1). The island includes Cape Fear - the southernmost of three major cape formations which dominate the North Carolina planform. An offshore depositional feature known as Frying Pan Shoals extends from the Cape Fear some 20 miles into the Atlantic Ocean. The island's east and south shorelines, or "East Beach" and "South Beach", front the Atlantic Ocean. The west shoreline, or "West Beach", fronts the Cape Fear River entrance. The Village of Bald Head Island is a residential community with a mix of single- and multi-family dwellings constructed over the last 3-4 decades. The island is accessible to the public by means of a passenger ferry which operates between Southport (on the mainland) and an on-island marina basin. The Cape Fear River Entrance, over one mile in width, separates Bald Head Island from Oak Island (or Caswell Beach) which is located immediately to the west. Background Since about 1974, beach erosion experienced at Bald Head Island, NC has been principally manifest as chronic and severe shoreline recession along South Beach (most particularly the western portion) and selected segments of West Beach. The island's continuing erosional trend at these two locations is the apparent result of several combined factors: (1) a divergent alongshore littoral transport gradient at South Beach, (2) tidal currents and proximity to the Cape Fear River Entrance, (3) direct recurring impacts associated with bi-annual dredging operations required for the maintenance of the adjacent federal navigation project, and (4) long term morphological changes in island configuration and offshore ebb tidal shoal formations due to the initiation of routine navigation channel maintenance in the early 1970's and more recently - entrance channel deepening and realignment beginning in 2000 (ref. In recent times, prior to the 2000 major modifications, maintenance of the entrance channel typically required the removal of between 500,000 - 1,000,000 cubic yards (cy) of shoal material each year. Beginning in 2000, the federal navigation channel was deepened by four feet and widened at several locations. Since redevelopment of the entrance channel in 2000, three (3) maintenance dredging operations have been conducted within the authorized channel. It should be noted that the seven mile long segment of ocean entrance channel was reoriented in 2000 from its historical location to a new alignment seaward of Bald Head Island - directly through Bald Head Shoal. Wilmington Harbor Sand Management Plan The Wilmington Harbor Sand Management Plan was formulated as a specific action element of the 2000 deepening project for Wilmington Harbor. The Plan's acknowledged purpose was to reverse the highly impactive practice of disposing beach quality sand removed from the channel during dredging activities to offshore disposal sites. Specifically the plan called for the future placement of all dredged beach quality sand onto adjacent beaches. Over a typical six-year cycle, the initial Wilmington Harbor Sand Management Plan indicated that approximately 1.0 Mcy of sand would be placed on the Beaches of Bald Head Island in year two and four (after initial construction) and on Oak Island/Caswell Beach during year six. The cycle would then repeat. The six-year disposal cycle was planned for the life of the project but can be altered based upon impact documentation and other relevant factors. As an adjunct to the Sand Management Plan, and as specifically addressed by the Wilmington Harbor Navigation Project Environmental Assessment, the COE initiated a 6-year Cape Fear River Entrance monitoring program. An annual report is prepared and the associated data intended to ultimately evaluate and modify the Plan, as determined necessary (after coordination with interested parties). If the project is documented to cause significant adverse impacts on an adjacent shoreline, the Plan can be "adjusted". Should adverse effects not be resolvable through Plan modification, the Corps can seek to implement "appropriate corrective measures". -3- EXHIBIT B (DCM MP-1) PERMIT APPLICATION PROJECT NARRATIVE Prior Shore Protection Measures Beach Fill - Sand placement activities constructed at Bald Head Island since 1991 are summarized in Table 1. The three small scale disposal projects constructed between 1991 and 1997 were cost-shared or paid for by the Village of Bald Head Island. The 2001 disposal operation was constructed as an element of the Wilmington Harbor Deepening Project. The disposal sand was placed as a designed berm along 15,500 ft of shoreline and was performed in general conformance with the requirements of the Wilmington Harbor Sand Management Plan. The 2005 beach disposal project was the first "official" initial event (Year 2) of the scheduled disposal cycle for the Sand Management Plan and was constructed between November 2004 and January 2005. A small scale non-federal West Beach sand disposal project was constructed by the Village in 2006 as a by-product of the dredging of the entrance of Bald Head Creek. In 2007, the second (post-deepening) scheduled federal navigation channel maintenance dredging was performed. Table 1: Beach disposal activities at Bald Head Island since 1991. Construction began in March 1996, immediately following completion of the above referenced small-scale (.7 Mcy) beach disposal project. Sixteen soft groins (sand-filled tubes) were constructed of geotextile material and sand fill to comply with the North Carolina Division of Coastal Management's rules prohibiting "hard structures" as a means of shoreline stabilization. Over time, the temporary groins had deteriorated to the point that replacement was eventually warranted in 2005. It has been -4- EXIIBIT B (DCM MP-1) PERMIT APPLICATION PROJECT NARRATIVE relatively well documented through monitoring that the rejuvenated groin field is successfully reducing the rate of sediment loses along the western half of South Beach. This measured performance likewise conforms with the Wilmington District's desire of coincidentally reducing the rate of shoaling of the adjacent segment of navigation project channel (bordering the Point). Recent Federal Beach Disposal Actions In the early months of 2007, the Wilmington District placed approximately 1.1 Mcy of beach compatible material along South Beach during the second scheduled maintenance dredging of the navigation channel segments lying closest to Bald Head Island. The associated recovery of sand from the navigation project was performed in accordance with the tenets of the Wilmington Harbor Sand Management Plan. Per the terms of that Plan, sand derived from channel maintenance in 2009 will go to Oak Island. Subsequently, the Village of Bald Head Island does not expect to receive scheduled maintenance dredging sand from the navigation project until at least 2011 - some four (4) years after the recently constructed 2007 disposal operation. Current Beach Conditions Beach Monitoring performed annually by the Village of Bald Head Island indicates that since 2001, South Beach has begun to experience some net level of improvement due to: • Multiple beach disposal operations routinely performed by the USACOE over the last 7 years, • The fact that the disposal sand being placed is in a "design" configuration, and • The reduction of beach fill end losses resulting from the rejuvenation of the sand tube groinfield located at the western end of South Beach. It is presently opined that any major structural compromise in the integrity of the groinfield structures, as well as a 4-year hiatus in federal beach disposal activities at Bald Head Island, will cause setbacks in the currently expanded beach widths which (as of 2007).protect both developed properties and infrastructure - particularly along the western half of South Beach where historical erosional stress has been the highest. Similarly, unless some increased level of -5- EXHIBIT B (DCM W-1) PERMIT APPLICATION PROJECT NARRATIVE sand placement eventually occurs along the eastern half of South Beach, recession of both the beach and duneline back to, or landward of, historical eroded limits at that location will eventually occur. During the last year of monitoring by the Village (i.e., April 05 to April 06) South Beach lost some 300,000 - 350,000 cy of sand - which is below (less than) historical maximum levels. If one includes the Point, the maximum volume of sand lost approaches 425,000 cy. As a result, documented annualized sediment losses are almost equal to present day federal sand disposal volumes (i.e., about 1 Mcy every two (2) years). With a 4 year hiatus after the placement of federal channel maintenance sand in April, 2007, some form of additional (i.e., outside) sand source will be necessary to both prevent a major regression of present day shoreline conditions and prevent probable storm damage to residential structures or Village infrastructure similar to that which occurred in 2003. A secondary benefit will be an improved shorefront without major episodic erosional impacts to sea turtle nesting habitat. Plan-Of-Action In order to plan for and address expected sediment deficits over the next four (4) or more years, the Village of Bald Head Island has elected to implement a designed beach restoration project intended to improve the entirety of the South Beach shoreline. West Beach will likewise be included in the proposed nourishment program (on an as-needed basis) since it is not typically addressed by federal beach disposal actions. The volume of sand placed for such a project should be sufficient to both address expected sediment losses between federal disposal events, as well as ensure adequate improved beach widths along the entirety of the South Beach shorefront. Presently the design volume is expected to be up to 2 Mcy (as measured in-place for payment). The gross volume excavated will be 10% or more than the pay volume. Approximately 5% or less of the total volume would be placed on West Beach. The project must be constructed no later than the winter of 2009/2010 - approximately two years prior to the next tentatively scheduled beach disposal operation. The proposed borrow source is located on the seawardmost portion of Jay Bird Shoals formation (see Figure 1 and 2). The designed project will serve as the "base" condition for future disposal operations by the Wilmington District COE. As noted previously, the typical federal bi-annual channel maintenance sand volume is insufficient to address all eroded segments of Bald Head Island shorefront requiring improvement. With a base fill project in place, it is extremely likely that in the future an adequately sized fill project will remain viable for a longer time - due to beach disposal - thereby greatly enhancing the amount of protection afforded upland development and infrastructure throughout the Bald Head Island areas of interest. Beach Fill Project Description Sand Source - Sediment identified within the Jay Bird Shoals borrow site (see Figure 3) will be excavated by cutter suction dredge and pumped by submerged pipeline to the western end of Bald Head Island. At that point the material will be distributed by shore pipe to either the West or South Beach shorelines. Within the project borrow site, two (2) clusters of magnetic anomalies and a federal tide gage structure will be avoided by the dredge contractor. All material to be excavated meets recently adopted State of N.C. Standards with respect to compatibility. Excavation within the permitted borrow site will occur sequentially within three (3) designated sub-areas of work (see Figure 3). The purpose of controlling the contractor's dredge pattern is primarily to protect (i.e., conserve) the sand resource. As shown, general exclusion areas will likewise affect the manner by which various portions of the borrow area can be operationally accessed by dredge. The total permitted borrow area (H-E-D-C) totals 225.74 acres. The Exclusion Areas located therein total 15.4 acres. It is however theoretically possible that a sufficient volume of sand necessary to construct the intended 2.0 Mcy, mol. beach fill project can be dredged from only borrow site sub-areas 1 and 2. In that instance, the net area of Jay Bird Shoals excavated would be limited to 158.4 acres, or less. South Beach - Along South Beach, fill operations would be expected to begin westward of sand tube groin no. 1 located at/or about baseline station 44+00 (see Figure 4). Eastward of the groinfield, hydraulic fill placement will continue as a full design section (see Figure 5) to approximately sta. 190+00 where it will again taper to the existing beach configuration. The total length of improved South Beach shoreline is approximately 16,200 ft. Assuming an average fill density (excluding tapers) of 100 cy/ft, mol. results in a net fill volume estimate of 1.62 Mcy (pay volume). The gross fill volume hydraulically placed at this location (considering nearshore losses) will be 10-20% higher i.e., about 1.86 Mcy. Other volumetric losses will occur within the borrow area during the dredging process. Within the groinfield, special consideration will be given to protection of sand tube structures from damage by construction equipment utilized to place and grade the beach fill. In most instances, exposed portions of groins will be reburied. The South Beach construction berm will maintain an approximate average elevation of +8 ft. NGVD which is consistent with prior beach disposal berms constructed by the Wilmington District USACOE since 2001. A mild slope will be introduced into the berm (by grading) to reduce post-placement scarping and enhance post-construction turtle nesting activities. Should dune erosion or benching be evident at the time of construction, up to 5 cy of sand per ft. of shorefront would be mechanically moved and graded to repair the duneline. Any revegetation necessary for dune stabilization would be performed by the Village under separate contract subsequent to fill placement completion by the dredge contractor. West Beach - Fill placement along West Beach will be dictated by shoreline conditions immediately prior to project bid. Due to overly deep nearshore beach profile slopes which extend into the Cape Fear River channel gorge which parallels the West Beach shoreline, a maximum alongshore fill placement density of 30 cy/ft. is anticipated (see Figure 5). The predicted limits of fill would nominally extend between sta. 12+00 and sta. 30+00 (see Figure 4). The total net volume to be placed is estimated at 54,000 cy, excluding tapers. The gross volume (i.e., about 67,500 cy) placed may potentially exceed that amount by 25% due to placement losses to the river gorge. This construction window is synonymous with multiple prior beach disposal operations constructed by the Wilmington District, USACOE at this location (see Table 1). The project fill placement duration is expected to be between 60 and 90 days exclusive of mobilization and demobilization activities. The actual period of sand fill placement from the designated Jay Bird Shoals borrow site will be however, weather dependent. The dredge contractor will be required to both till and drag (i.e. smooth/regrade) the beach berm between the MHWL and duneline as part of de-mobilization activities. Borrow Site Impact Analysis The excavation of beach compatible material from an offshore borrow area can alter the local wave height and direction via wave refraction and diffraction effects. While any potential modification in the wave climate in the immediate vicinity of the borrow site is not in itself particularly problematic, the potential "shadow" effect of the alteration can under certain conditions extend shoreward thereby affecting the littoral transport regimen at the shoreline. Factors controlling this phenomenon include borrow area depth (pre- and post-excavation), borrow site configuration, borrow area distance offshore, bathymetric features existing between the work site and shore, etc. In order to quantitatively assess the probability of this potential effect, a project specific wave refraction/diffraction numerical modeling analysis was carried out for the proposed Bald Head Island borrow site located at the distal end of Jay Bird Shoals. More specifically, the borrow site formulated for beach restoration project construction is located approximately 1.6 miles offshore of Oak Island and 0.8 miles offshore of Bald Head Island in the mouth of the Cape Fear River Entrance. Seabed elevations at the proposed offshore excavation site range from -4 ft to -21 ft NGVD. The numerical model STWAVE was used to evaluate refraction and diffraction effects for bathymetric conditions representing pre- and post-excavation scenarios. Approximately 47 wave cases were evaluated for each condition and the difference in wave height and direction compared. Both graphic and tabular presentations for each case were formulated for evaluation. -13- EXHIBIT B (DCM MP-1) PERMIT APPLICATION PROJECT NARRATIVE The in-depth modeling investigation determined that the distance offshore and the ambient water depths of Jay Bird Shoals were such that no significant alteration of the wave climates along either the Bald Head Island or Oak Island shoreline were expected to occur as a direct result of borrow site excavation. Borrow Site Recovery The selection of the proposed Bald Head Island borrow site (by design) capitalized on the findings of a comprehensive regional survey of the Cape Fear Entrance environs by Geodynamics, Inc. Of specific interest in the development of the borrow site were the following characteristics: • reasonable accessibility to Bald Head Island and maximum distance from Oak Island so as to minimize conflict with future similar work by others, • documented strata of high quality beach compatible sediment suitable for meeting both recently adopted State Standards and post-placement performance criteria acceptable to the Engineer, • lack of significant benthic or other resources to be temporarily impacted by excavation, • desirable constructability characteristics for purposes of sand excavation and beach fill construction by an ocean certified cutter suction dredge, • an acceptable level of potential cultural resource avoidance necessary for operational feasibility, and • siting of the borrow area in a dynamic depositional area for purposes of ensuring substrate recovery or minimization of substrate composition modification over time. This is in contrast to a site selected upon, or within a transgressive type shoal feature. The design depth of the proposed borrow site is such that substrate sediments exposed during project construction will continue to consist of high quality sands. Future sedimentary conditions will therefore initially be influenced by slumping of excavation perimeter side slopes (i.e., sand); sand eroded from Cultural Resource buffer zones by waves and current and deposition from sediment transport along the marginal shoal feature as presently exists today. Quantification of infilling rates are difficult due to equilibration processes between cut and uncut portions of shoal during the first few years following dredging. It is well documented however -14- EXHIBIT B (DCM MP-1) PERMIT APPLICATION PROJECT NARRATIVE that. the section of shoal in question is naturally depositional both in the modern day and the morphological sense. Regardless of future realized sediment deposition rates, the probability of sedimentation by similar sandy material (in contrast to fines, organics, clays, etc.) is excellent and is the principal post-construction borrow site characteristic desired for purposes of rapid recovery of benthic communities (Bergquist, et.al. 2008), minimization of long term potential EFH impacts, etc. Post Construction Activities Beach - Subsequent to fill placement, the Village of Bald Head Island will continue to perform physical monitoring of the West Beach and South Beach shorelines. The purpose of the annual monitoring todate has been to quantify annualized sediment losses from the two shorelines and to continue to evaluate both beach fill performance and navigation impacts to the island's abutting shorefronts. The potential effects of major storm events will likewise be evaluated. If directed by State or Federal regulatory agencies, the Village will check the compaction of the hydraulically placed beach fill and retill the unvegetated portions of the berm as necessary, immediately prior to each subsequent sea turtle nesting season. Scarps along the beach foreshore greater than 18" in height will likewise be removed at that time. Borrow - Hydrographic surveys of the general borrow area (including exclusion areas) will be performed at the completion of dredging and every two (2) years thereafter for purposes of quantifying its physical recovery and planform adjustment. All surveys will extend a minimum of 500 ft. beyond the original limits of borrow site investigation denoted by perimeter A-B-C-D (ref. Watts, Jr. for the above project. During the course of the remote sensing survey, 49 magnetic anomalies were located. Mr. Watts reported that 42 of those anomalies have magnetic signatures consistent with modern debris and that they do not require additional investigation. Mr. Watts and his crew conducted a diver investigation of the seven remaining anomalies and determined that five of those remote sensing targets were generated by modern debris such as wire cable, steel pipe, and small ferrous objects. At the remaining two anomalies, JBS-05 and JBS-11, divers probed the area to a depth of 15 feet below the bottom surface but were unable to determine the source of the magnetic targets. Since it is possible that the anomalies JBS-05 and JBS-11 represent deeply buried shipwreck remains, Mr. Watts has recommended a buffer zone of 200-feet in radius be left undisturbed around each of those sites. He has further recommended that an inspection of those two sites be conducted two months after the completion of dredging activities. We concur with Mr. Watts' recommendation concerning anomalies JBS-05 and JBS-11. In addition, we concur with his assessment that no further archaeological work is necessary for the other 46 magnetic anomalies. The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR Part 800.
