North Toe River Dam Removal and Bank Stabilization Project

Dear Ms. Karoly and Mr. Baker:
On behalf of the Blue Ridge Resource Conservation and Development Council (Blue Ridge RC&D),
Altamont Environmental, Inc. (Altamont) is submitting this Pre-Construction Notification (PCN)
application for the removal of an abandoned concrete hydroelectric dam on the North Toe River, just
downstream of the town of Spruce Pine.
The dam impedes the upstream migration of trout and other aquatic species including host fish for the
Appalachian Elk Toe Mussel and sediment deposited upstream of the dam may be negatively impacting
aquatic habitat. The U.S. Fish and Wildlife Service (USFWS) has also investigated the dam and its
related problems and has expressed a desire to remove the dam to improve water quality and habitat.
USFWS will be providing technical resources for the project, including the implementation of a mussel
survey and relocation effort, as needed, throughout the project area. The project is being completed with
grant funds provided by the North Carolina Department of Environment and Natural Resources Division
of Water Resources and the Toe River Valley Watch.

The Blue Ridge Resource Conservation and Development (RC&D) Council, hereby
authorizes Altamont Environmental, Inc. (Agent/Consultant) to sign and execute all
necessary permits and coordinate communications with the appropriate regulatory
