RE: Ravenstone NOV Response: Sediment Clean-up Plan and Addendum Review

Dear Ms. Peterson and Mr. Cooper:
The N.C. Division of Water Quality (DWQ) received and reviewed the Site Observations & Sediment
Clean Plan and the Sediment Clean-Up Plan Addendum for Ravenstone Subdivision dated July 24, 2008
and August 8, 2008 in response to a Notice of Violation issued by DWQ dated June 9, 2008.
The plan is satisfactory with the following additions.
Review site conditions prior to sediment removal to determine if any additional sediment
deposition has occurred in the stream as a result of the construction activity. Refer to the
weekly monitoring reports, dated after July 18, 2008, that are required by the NPDES
construction stormwater general permit for documentation of sediment that has left the limits
of site disturbance and check these areas for impacts to natural resources. If sediment
deposition at depths greater than two inches is observed, the sediment should be documented
and removed from the stream.
2. DWQ is requiring quarterly post-clean-up monitoring of the streams on site. As mentioned in
the plan, monitoring should consist of traversing the length of the stream reaches for the
purpose of observing the condition of the channel bed and banks. Observations should be
recorded regarding identified sediment loading (if any), its apparent source, and
recommendations made for supplemental clean-up measures. Submit a field monitoring
sheet/log to DWQ Raleigh Regional Office within 30 days of completion of the sediment
clean-up activities for review and approval. Monitoring will continue until the Division of
Land Resource or its delegated program closes out the approved Erosion and Sediment
Control Plan.
3. Submit a report that documents the clean-up activity with photos and text within 30 days of
completion of sediment removal.
It is DWQ's expectation that what is stated in the clean-up plan will be followed. It is also expected that
the restoration will be completed in accordance with the timeline provided in the plan. Please contact
