Dear Ian:
As you know, you recently issued a 401 Water Quality Certification for the NC CAR project
located in Northampton County, NC. This certification authorized permanent impacts to 0.47 acre of
isolated wetlands, 2.94 acres of 404 wetlands, and 130 LF of stream. In addition, temporary impacts to 0.076
acre of 404 wetlands and 84 LF of stream were also authorized. Since that certification was issued, the NC
Division of Land Resources notified the project engineer that additional rip rap material will be needed
where the entrance road crosses wetlands. This requirement will increase temporary impacts to 0.157
acre of 404 wetlands and 147 LF of stream (Impacts #1 and #2). Therefore, on behalf of NC CAR, we
request a modification to the 401 Water Quality Certification.
Because permanent impacts are unchanged and only the temporary impacts have increased, no
change to mitigation is proposed. The applicant still wishes to buy into the NC EEP for the restoration
of four acres of non-riparian wetlands and preserve remaining wetlands on site. The revised IP
application form and maps are enclosed for your review. In addition, a new application fee is enclosed.

In September of 2007, we submitted an Individual Permit application on behalf of the North Carolina
Center for Automotive Research (NCCAR) for the construction of a facility devoted to automotive
research and development. In May of 2008, we requested changes to the proposed impacts based on
the need for temporary dikes and a change in the placement of the road. Permanent impacts to 0.47
acre of isolated wetlands, 2.94 acres of 404 wetlands, and 130 LF of stream and temporary impacts to
0.076 acre of 404 wetlands and 84 LF of stream were requested. Since that request, the NC Division of

To expedite the review process, a cursory review of your submitted Erosion and Sedimentation
Control Plan has been made and has shown the need for additional information as specified below. To
meet our review schedule, any additional information should be received by this Regional Office no
later than 7/I 1/08. Failure to meet this schedule will result in disapproval of your plan, Please note
that this complete review notes only obvious omissions in the application and does not infer that all

4) Provide the stabilization time table for temporary seed ( 15 working days or 3 0 calendar
days which ever is shorter
5) Provide diversion ditches and sediment traps for both sides of the new road with details
for the sediment trap
6) Provide dissipation pads for culverts and pipes with calculations, dimensions it details
7) Provide a detail for impervious dikes
8) Provide a pump around detail and outline the sequence for installing the pump around in
the construction sequence
9) Phase 1 #4 states to construct the 9X5 RCBC @ Sta. 28+50. The plans show one culvert
at 20+00 and one at 25+50, please clarify
10) Phase II provide sequence in construction sequence for the pump around operation
11) Make a note in #1 of construction sequence that no work may begin until Land Quality
has been contacted at (919) 791-4200 with start date
12) Provide a DWQ approval letter for stream impacts
