Partners Equity is the next project in my queue. I will probably finish reviewing it on Monday next week. At this point, I think it would be most expedient to keep your application in the regular program. Annette Jonathan Smith wrote: Annette. Is there anyway to avoid pulling the existing application prior to determining whether the project will meet requirements for express review? Annette Jonathan Smith wrote: Annette, Thanks for the info. A couple of questions: If the applicant chooses to go with the express review is it simply a matter of paying the incremental difference between the express review and the standard review fee previously submitted? No - the applicant would have to formally withdraw from the regular review process, have a pre-application meeting with the express program to see if the project is appropriate for express and, if so, then apply to express permitting with the appropriate express permitting fee. Since this project is already in the review process will the express review clock start at 0? Yes. But every submittal an applicant makes to express will receive a response within three calendar days. Likewise, the applicant is required to respond to a RFMI within 3-5 calendar days. And lastly in the event that the applicant sticks with standard review and you issue a RFMI what are the requirements for us to respond and then for your response back to us? Typically we require a response within 30 days, but we will grant more time if necessary. We have up to 45 days to respond to each submittal and up to 60 days to issue the 401, but we typically do not take that much time (usually around 30 days). It usually takes about 30 days for us to respond though. This timeframe is the same whether it is a new submittal or a I resubmittal. If a resubmittal has only a few minor changes to review, I then I will try to process it more quickly. Since this is the first time we have seen a formal stormwater management plan on this project though, it does not fall into that category. You are welcome to use our Express Review program if you would like a faster turn-around. There is information about that on the DWQ 401 Unit web site.
