8. PROJECT SUMMARY: The applicant proposes to install an additional fixed dock and boatlift to an
existing private docking facility adjacent to the AIWW, in Masonboro Sound.

9. PROJECT DESCRIPTION:
The project site is located at 5325 Holt Road in New Hanover County. The property is adjacent to the
Atlantic Intracoastal Waterway (AIWW)/Masonboro Sound and is located adjacent to the University of
North Carolina at Wilmington Center for Marine Science (CMS) facility to the south. To locate the property
traveling south on College Road, take a left onto Mohican Trail and travel east approximately 1.3 miles.
Turn right onto Masonboro Loop Road and travel south for approximately 0.7 miles until you reach Holt
Road that will be located on the left, just past the entrance to the CMS. Travel east on Holt Road for
approximately 0.5 miles and until it terminates at the property of interest.
The high ground property is approximately 5 acres and the elevation of the property averages
approximately 6' above normal high water (NHW). Existing highground development on the property
includes a gravel and concrete driveway and a single-family dwelling. Highground vegetation consists of
lawn grasses, hardwoods and other woody species including: Oak, Pine, Cedar and Dogwood.
Vegetation bordering the highground of the property consists primarily of high marsh and low marsh
species, which supports §404 and coastal wetlands vegetation including: Wax Myrtle (Myrica cerifera L.),
Marsh -elder (Iva frutescens), Grounsel-bush (Baccharis halimifolia), Sea Oxeye (Borrichia frutescensl,
Salt Meadow Grass (Spartina patens) and Smooth Cordgrass (Spartina alterniflora). The highmarsh then
transitions into an area of low marsh, approximately 100' in width towards the AIWW, which consists
primarily of Smooth Cordgrass (Spartina alterniflora). This vegetation also stabilizes the approximately
209' of shoreline.
There is an existing private docking facility that currently extends into Masonboro Sound from this
property. The previous property owner (S. Clark) received CAMA General Permit No. 018381-D on
7/29/1998 for the construction of a private docking facility; however, the existing configuration was not
constructed as proposed under this permit (attached). Further, based on the rules at the time of this
permit, the structures were not to exceed a distance of 316' into the adjacent waterbody, which measures
approximately 950' across in accordance with the 1/3 distance across the waterbody rule.
The current configuration consists of a fixed pier, measuring approximately 378' in length by 6' in width,
of which approximately 316' extends over open water. The pier terminates onto a covered fixed platform,
measuring approximately 24' in length by 24' in width, which is in an octagon shape. There is an existing
floating dock system located just before the platform on the northern side of the access pier. The applicant
received CAMA General Permit No. 59140 on 1/30/2012 to reconfigure a previous floating dock system
with a new floating dock, measuring 20' in length by 6' in width, which runs perpendicular to the access
pier and located on the northern edge just landward of the octagonal platform. The permit also authorized
a boatlift, measuring 14' in length by 12' in width to be installed on the waterward side of the floating
dock. The applicant also received a CAMA Major Permit #42-12 on 5/7/12 authorizing an additional
floating dock measuring 20' in length by 6' in width, which runs perpendicular to the access pier located
on the southern edge just landward of the octagonal platform. The permit also authorized a boatlift,
measuring 14' in length by 12' in width to be installed on the waterward side of the floating dock. However,
the applicant never constructed the structures authorized by CAMA Major Permit #42-12 and the permit
expired on 12/31/15. The application states that the water depth in the location of these structures is
approximately -1.5' at mean low water (MLW) (See Sheets 1 through 2 of 2).
The City of Wilmington and New Hanover County Land Use Plan classifies the adjacent waters as
Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the
project area, the waters of Masonboro Sound are classified as SA-ORW by the NC Division of Water
Quality, and they are OPEN to the harvest of shellfish. These waters ARE designated as a Primary
Nursery Area (PNA), by the Division of Marine Fisheries.

PROPOSED PROJECT:
The applicant proposes to install an additional fixed dock and boatlift to an existing private docking facility
adjacent to the AIWW, in Masonboro Sound. The proposal would reflect the docking system, which was
previously authorized by CAMA General Permit No. 59140 on 1/30/2012 on the northern side of access
pier. Instead of a floating pier, a fixed finger pier measuring 20' in length by 6' in width, which would run
perpendicular to the access pier would be installed. A boatlift, measuring approximately 14' in length by
12' in width would be installed on the waterward side of the finger pier. The application states that the
water depth in the location of these proposed structures is approximately -1.5' at MLW. The proposed
structures would provide docking space for up to one (1) additional vessel for a total of three (3) vessels
for this facility (See Sheets 1 through 2 of 2).
10. ANTICIPATED IMPACTS:
The proposed boatlift and finger pier would incorporate 288 sq. ft. of Estuarine Waters and Public Trust
Areas. The structure would not encroach into the adjacent 15' riparian corridor setback requirements and
the 80' setback from the AIWW federal channel. Minor turbidity increases may be expected during the
construction process.

As per our meeting and previous conversations, we would like to reapply for a Major Permit to add (1)
6' x 20' stationary dock and (1) l OK lb 12' x 14' boatlift on the south side of the existing Papagikos pier
as previously permitted #42-12. Currently there is (1) wet slip and (1) lift in the same configuration on
the north side. This allows for safe, easy use and storage of a second vessel. We are proposing to add the
same structures to the south side to allow for the safe use and storage of a second vessel.
The permit #42-12 expired in 2015 while the homeowners were renovating their home. They are now
ready to add the 2nd slip and just realized the permit had expired. Nothing has changed from what was
originally permitted and no additions have been made.

We are proposing to add (1) 6 x 24' stationary pier and (1) 10ft boat lift on the south side of stationary pier to allow for
docking another vessel. Currrentty there is an existing 10K lift and 6' x 24' dock on the north side. This existing dock allows
for the use of only a single vessel. The boat lift is needed primarily for temporary docking / loading and unloading. The
additional structure would allow the homeowner to use both of hios vessels safely.
