I got a call from Rocky Powell last week regarding this application. He got a On Hold letter
requesting clarification of the stream impacts. For whatever reason, Monte Matthews with USACE is
permitting this as a NW 27 and as a NW 33. The NW 33 is for the temporary impacts associated with
the pumparound. Therefore, the 4,065 LF of temporary impacts and the 4,065 LF of permanent
impacts are the same impacts/LF. I told Rocky to send us a letter explaining this.
On another note, I noticed that he used an older PCN form in the application (Februay 2002 version).
Is this a problem?

I guess I am OK with the proposed stream restoration plan. The stream definitely looks like it has
some problems, and is a good candidate for restoration. It looks like the watershed is mostly wooded
(60%) and pasture (37%), so the problems appear to be due to direct impacts from cattle and adjacent
land use, and not from upstream perturbations (e.g. development).
My only comment is that they appear to be using a lot of structures (kind of typical for Rosgen
projects, I think). Looks like fairly low valley slopes (0.005 - 0.007 ft/ft), so I would think a
well-designed stream with appropriate radii of curvature in the meanders and aggressive matting and
live staking would be fairly stable, barring a big storm event soon after completion. It looks like they
are engineering this one pretty heavily.
What do you think?
