Dear Mr. Wainwright,
The North Carolina Department of Transportation Rail Division (NCDOT) proposes to add a
railroad track connection joining the CSX Transportation line with the Carolina Coastal Railway
line near Beatty Street and Fourteenth Street in downtown Greenville, North Carolina. A related
project involves the addition of two yard tracks and a repair track along approximately 4,400 feet
of North Carolina Railroad / CSX Transportation rail bed north of Greenville. The proposed
improvements would begin north of the NC 903 / NC 11 juncture, just north of Greenville, N.C,
and will extend to a point south of the Staton Mill Road crossing. A CSXT office building
would also possibly be relocated from 10th street in downtown Greenville to the project site.
The purpose of the two projects is to relocate the existing CSXT switching operation in
downtown Greenville and to improve the movement of freight and traffic through the city. The
project will improve the safety for motorists and train crews by reducing prolonged waiting
periods and eliminating difficult maneuvering conditions between Arlington Boulevard and
Howell Street.
This letter is to inform you that a Local Official's Meeting (LOM) and a Citizens Informational
Workshop (CIW) have been scheduled for the two Railroad Projects: P-3309 AA (Northern Rail
Connector) & P-3309 AB (Northern Rail Siding), in Greenville. Both projects will be presented
at each meeting. The LOM & CIW will be held on Tuesday, August 26, 2008 at Thomas
Foreman Park - Eppes Recreation Center (Multi-purpose Room), located at 400 Nash Street in
Greenville, 27834; phone (252)329-4548. The LOM will be held between 3:00-4:00 and the
CIW will be held between 5:00 - 7:00 pm.
