Dear Mr. Holden:
On June 5, 2008 the Division of Water Quality (DWQ) received your application for the above referenced
project with additional information received by DWQ on June 16, 2008. The DWQ has determined that
your application was incomplete and/or provided inaccurate information as discussed below. The DWQ
will require additional information in order to process your application to impact protected wetlands
and/or streams on the subject property. Therefore, unless we receive five copies of the additional
information requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional
information. Please provide the following information so that we may continue to review your project.
Additional Information Requested:
1. Per the requirements of the Neuse Riparian Buffer Rule, you must show that this site meets
diffuse flow requirements with a level spreader or other Best Management Practices (BMP) per
Chapter 8 of the BMP Manual (see hn://h2o.enr.state.nc.us/su/bmp forms htm).
2. The parallel impacts in Zone 2 of the protected riparian buffer for your proposed driveways will
require mitigation. Please provide a compensatory mitigation plan. The plan must conform to the
requirements of 15A NCAC 213.0242.
3. It appears from your plan sheet that the proposed Curtis Jones residence is encroaching into Zone
2 of the protected riparian buffers. This activity will require a Minor Variance and associated
buffer mitigation. Please revise your plans to avoid Zone 2 of the protected riparian buffers or
submit a Minor Variance application. You can download the Minor Variance application from
the following website: hM://h2o.enr.state.nc.us/ncwetiandS/PiDarianBufferRules.htm.
Please contact the DWQ within three weeks of the date of this letter to verify that you have received this
letter and that you remain interested in continuing to pursue permitting of your project and will be
providing the DWQ the requested information at a later date. Please contact this office in writing. If we

This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
authorized (at this time) by the DWQ. Please call Ms. Amy Chapman or me at 919-733-1786 if you have
