This letter is a request for a public hearing on the Cliffs of High Carolina development, U.S.
Army Corps of Engineering, USACE, action #200701619.
The proposed development may have significant impact to the existing water available to the
residents who rely solely on wells for water. The quantity and quality of this water will be at
risk to residents and wildlife downstream if the developer is not required to address the
concerns of the communities that will potentially be impacted.
The proposed golf course will make extreme demands on the water available. Will this put the
existing wells, they are the only source of water to surrounding residents, at risk? Will the use
of chemicals to sustain a golf course put the drinking water and the stream waters at risk? What
will be the consequences of water run-off that could damage streams below and native fish and
wildlife? What impact will sustaining winter roads with chemicals have on plants, fish and
wildlife?
Although identified as a development in Swannanoa, the golf course and the majority of the
home sites will be on the Fairview side of the mountain. This will most likely result in the
greatest traffic impact to Old Fort Road, a winding two lane country road. Construction traffic
and golf course access traffic will most likely occur via Old Fort Road. Currently this road is
prone to accidents because it is narrow, has no shoulder, and is very windy. The onslaught of
heavy construction vehicles will put at risk the residential traffic and the school buses that use
this road as the only way to Fairview and Asheville.
Because the residents of Buncombe County in general and the residents of Swannanoa and
Fairview in particular will be irrevocably affected by this development, I am respectfully
requesting a public hearing. The community needs to be assured that the developer is willing to
listen to and respond to the legitimate concerns of its neighbors.
