Re: Certification Pursuant to Section 401 of the Federal Clean Water Act,
Modification to the Elon College Bypass, TIP U-2406, WQC Project No. 990930,
Alamance County
Attached hereto is a modification to Water Quality Certification issued to the North Carolina
Department of Transportation dated September 21, 1999. The attached modification authorizes a
change to permit condition number 2 as described below. It should be noted the modification is
applicable only to the one permit condition. All the authorized activities and conditions of
certification associated with the original Water Quality Certification dated September 21, 1999 still
apply.
New permit condition No. 2:

All channel relocations will be constructed in a dry work area, and stabilized before stream flows are
diverted. Channel relocations will be completed during the growing season to allow for the
establishment of stabilizing vegetation. Stability shall be achieved during the non-growing season
through the use of erosion control matting and mats of native sod.
