I live just off of old fort road on the other side of the mountain at the bottom. Before The Cliffs started construction I had a good steady flow of water in the stream that runs in front or f my home. This stream is very important to the value of my home as it was built around the stream. Within two weeks of the Cliffs starting construction the flow in my stream dropped 65%. There was a meeting at the end of July at the at which a representative of the Cliffs was in attendance where we discussed our concerns. Within two days of that meeting my stream flow dropped even further and as of this writing the flow is a trickle to nonexistent. I know we have been in near drought but this has happened in the past and I still had a good steady flow. This is my concern for the record: The cliffs have already begun impacting water flow, water quality and runoff from construction and their application has not been approved by you or anyone else. There are many homes affected by the loss of flow in the stream not just mine. The Cliffs also told the people in our area that the main entrance would be on the Swannanoa side of the mountain. We were told by the Cliffs representative that this is no longer true Swannanoa stopped it because of the run issue. We are now told the main entrance will be on Old Fort road. A winding very narrow two lane road that is not meant to support the increased traffic the development will bring. When the Cliffs representative was asked what the proposed plan was we were told they plan to route the residents to state rd 9 through Black Mountain. This claim is not reality The reality is the residents will use Old Fort road to the point that it will have to be widened and many people will lose their home not mention the affected water and streams. The Cliffs claims they will use water from a local sewage treatment plant they will build. But it will take years for this to begin to produce even the minimum amount of water necessary to maintain a golf course of the size they intend to build. I was a greens master for a 9 hole course a small one and to keep it green for one month I used 1 '/z millions gallons of water. Major concern is the current state of the water table will not support what the Cliffs intend to do without causing irreparable damage to the surrounding water table, streams and ecology. The Cliffs representative said that the reason they want to impact the streams and waterways is to reduce the number of bridges they would have to [Recipient Name] August 8, 2008 Page 2 build because of the water ways. I want to go on record that I am filling complaints with the following, The Army Corps of Engineers, Water and Soil Conservation, and the EPA. I also if necessary will seek action in the federal courts to stop the Cliffs Development Corporation. I guess my major concern the Cliffs is going ahead they're not waiting for permission from the Army Corps of Engineers or anyone else. They believe that once everything is done there won't much anyone can do about it. Thank you for allowing me to voice my concern. Thank you for your support.
