Box 294 Ellenboro, NC 28040 Subject Property: Tedder Farms Bank Stabilization Roberson Creek [030802, 9-41-14, WS-V] REQUEST FOR MORE INFORMATION Dear Mr. Tedder On July 17, 2008 the Division of Water Quality (DWQ) received your application dated June 15, 2008 to impact 160 feet of stream to perform the proposed streambank stabilization activities. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: You have provided specifications for types of plants that may be used during the project, as well as spacing information. However, it is not clear from your plans the extent of the planting to be done. The proposed log vanes and tree revetments are, at best, a temporary solution to the problems at this site. Successful stabilization of this meander bend will requires the establishment of deep-rooted woody vegetation. This can best be accomplished by aggressive live-staking with fast-growing species, combined with planting of native tree species characteristic of riparian zones. A minimum of a densely vegetated 15-foot riparian buffer (as measured from the top of bank) is recommended along the outside of this meander bend. Please provide a plan view figure showing the areas to be planted and the width of the proposed riparian buffer, and indicate the types of plantings to be used. This can be shown with different cross-hatch patterns or some other graphics tool. 2. In your Streamside Herbaceous Vegetation Specifications, Tall Fescue is included under the heading of permanent seeding. Tall fescue is not a native species, and is perennial and tends to form monocultures in areas where it is planted. DWQ recommends using a native riparian seed mix obtained from a native plant nursery.
