Morning,
The purposes of tomorrow's meeting is to allow DEQ an opportunity to provide you, the stakeholders, a brief overview of
each Division's permit process and a point of contact within each Division that stakeholders can directly communicate
with throughout each Division's individual application review process related to this proposed project. Each stakeholder
group will have the opportunity to share comments and concerns about the ACP project with DEQ staff so that staff can
consider such comments in any upcoming permit evaluations.
Due to time restraints and the number of stakeholders we anticipate participating in this meeting, our facilitators may
place a time limit on each speaker in order to ensure that all groups represented at the meeting will have a chance to
speak. For those attending by phone, the facilitators will periodically call on you to ensure that you have an equal
opportunity to provide comments. Please note that this meeting is to initiate dialogue between stakeholders and key staff
within DEQ and is not intended to be the only opportunity to interact and share your comments with staff.

Thank you for joining NCDEQ today. Everyone here has a common goal, to review and
provide comments on the Atlantic Coast Pipeline Draft EIS to the Federal Energy Regulatory
Commission under the National Environmental Policy Act by April 6, 2017 and to ensure
that any plan approvals and permits issued by DEQ Division staff are compliant with state
law and rules and are protective of the environment and the citizens of NC. The purposes
of this meeting is to allow DEQ an opportunity to provide stakeholders a brief overview of
each Division's permit process and a point of contact within each Division that stakeholders
can directly communicate with throughout each Division's individual application review
process related to this proposed project. We also want to give each stakeholder group an
opportunity during this meeting to share your comments and concerns with the ACP
project with DEQ staff so that we can consider such comments in any upcoming permit
evaluations. Due to time restraints and the number of stakeholders we anticipate

Draft EIS - Approximately 186 miles of underground 36 -inch outside diameter natural gas
transmission pipeline in Northampton, Halifax, Nash, Wilson, Johnston, Sampson,
Cumberland, and Robeson Counties, North Carolina. One compressor station in
Northampton.

Commission receive your comments within 90 days of the U.S. Environmental Protection
Agency's Federal Register issuance date. For your convenience, there are four methods you
can use to submit your comments to the Commission. In all instances, please reference the
appropriate docket numbers (CP14-554-001 and CP14-554-001 for ACP; CP15-555-000 for
SHP; or CP15- 556-000 for Capacity Lease) with your submission. The Commission
encourages electronic filing of comments and has expert staff available to assist you at
(202) 502- 8258 or efiling@ferc.gov. Please carefully follow these instructions so that your
comments are properly recorded.
1) You can file your comments electronically using the eComment feature on the
Commission's website (www.ferc.gov) under the link to Documents and Filings. This is an
easy method for submitting brief, text -only comments on a project.
2) You can file your comments electronically by using the eFiling feature on the
Commission's website (www.ferc.gov) under the link to Documents and Filings. With eFiling,
you can provide comments in a variety of formats by attaching them as a file with your
submission. New eFiling users must first create an account by clicking on "eRegister." If you
are filing a comment on a project, please select "Comment on a Filing" as the filing type.
3) You can file a paper copy of your comments by mailing them to the following address:

provided in the Notice of Availability that will be issued with this draft EIS.
