As the contours line show, there is substantial fall across the site and the southeastern corner is some of the lowest areas on the site. Shifting some of the site development to that southeastern corner of the site would require substantial, prohibitively expensive grading work to level off, and would result in larger fill slopes requiring additional stream impacts. In order to avoid additional stream impacts, large retaining walls would be necessary that again would be prohibitively expensive for this project. In addition to the grading and site work, shifting some of the site development southeast would not be practical due to the design of the site for bus traffic. After taking the required powerline easement setback, the usable portion of the southeastern corner would result in a narrowed site layout that prohibitively restricts bus access to the wash bay and parking areas. During the design of the project, the layout of the site was shifted as far north towards Ross Mill Road as possible to avoid stream impacts to the extent practical, and large, steep fill slopes are proposed in order to minimize the stream impact as much as possible. Parking and concrete areas were also reduced from the initial design to the current proposed plan in order to build a smaller site and further minimize impacts to the stream in the site. After working with the site constraints imposed by the topography of the site and taking into account the necessary site access requirements for bus traffic and the required property setbacks, the design proposed results in the least environmentally damaging practical alternative. From the site plan, it appears that impact to the stream channel could be avoided if the wash bay and some parking were moved to the upland area located in the southeast corner of the property. Please revise the site plan to avoid this impact or explain why this would not be a practical alternative.
