8. PROJECT SUMMARY: As it stands there is currently an existing church with asphalt
parking, septic system and storm water ponds. The applicant is proposing to construct three new
buildings, storm water system, repair an existing culvert, redo the existing parking area, install
new onsite septic system and maintenance excavate an existing storm water pond. There is not a
shoreline for this property, however a portion of the development and property falls into the 575'
AEC.

9. Narrative Description:
The Cape Carteret Baptist Church project is located at 101 Anita Forte Drive in Cape Carteret,
Carteret County. The site is found by turning south off of Highway 24 East (WB McLean Drive)
onto Anita Forte Drive. The site is immediately on the left. The site lies on the northern side of
Bogue Sound in this area.
The subject property is 302,306.4 square feet in its entirety and averages 17.0' in elevation
above NHW. Currently on the high ground portion of the site is a Church, septic system,
storm water ponds with culvert and asphalt parking. There are single-family homes located
adjacent to commercial properties located west and a church located east of the proposed
project.
The Division of Water Quality classifies Deer Creek as SA, ORW waters. This area of Bogue
Sound is not a Primary Nursery Area and is open to the taking of shellfish. Cape Carteret Land
Use Plan dated 2007 classifies this area as Public, Institutional and Recreational/ Conservation
within the AEC's.
10. Proiect Description:
The applicant is proposing expansion, renovation, infrastructure and to. repair a 4' x 24'
section of culvert inside of the existing storm water pond. The culvert is located in the
embankment between the existing manmade pond on the church property and another
manmade pond on the adjacent property. The area to be excavated will be an average depth of
- 2.5' below existing grade with 1.5 cubic yards removed. The culvert will then be covered
with the removed material. Jurisdictional wetlands have been located in the ponds, however
none where found in the repair area as shown on the US Army Corps of Engineers delineation
map.
The applicant is also proposing construction of a holding basin and vegetated filter for the
approved Stormwater Management System (permit # SW8080120) with all the necessary
piping, pump and diversion structure. The pond will be an average of 50' wide and 240' long
with a total of 1,174 cubic yards of material removed from an average existing depth of +14'
to a final depth of + 12'. The excavated basin and vegetated filter would be stabilized with
sod. The spoils would be located onsite in a 60' x 120' and 60' x 400' area until dewatered.
They would then be used for the building pads and parking lot fill.
They are proposing the reconstruction of the existing parking lot with new asphalt, and one
new asphalt parking lot. The existing parking area would be redone with new asphalt within
its original footprint. The new parking area is proposed on an existing grass area south of the
existing parking area off of Loma Linda Court. A total of 456 cubic yards would be used for
the asphalt parking lot, which is an average of 190' x 395', with 73 cubic yards and 145
square feet of parking lot located inside the 575' AEC.
New septic and repair areas are also proposed. The new septic system would be located east of
the existing parking area and west of the proposed stormwater basin. It would be 40' wide by

206' long with fill. The repair area would be located directly below the septic area with the
same dimensions. This area would remain grassed with no disturbance.
There are three new one-story buildings also proposed with this project. They would be done
in phases as such; new building phase 1, new building phase II and new building phase three.
The phase I building would have an average of 22,400 square feet, phase II building would be
an average of 5500 square feet and finally phase III building would be an average of 12,650
square feet. A 222 square foot portion of the phase II building would fall into the 575' AEC.
11. Anticipated Impacts:
The proposed development would result in the grading of 12,000 square feet and filling of
250,305 ft2 of high ground. The development is considered high density and would be
increased from 36.7% to 56.73% built upon area with 1.14 % within the 575' AEC. The
Division of Land Resources approved the sedimentation and erosion control plan (CARTE-
2008-266) on 2/6/08. Stormwater permit 4052 #SW8080120 was issued on 4/14/08.

Cape Carteret Baptist Church is located on a 6.94-acres tract located off NC 24 just east of
its intersection with NC 58 in Cape Carteret in Carteret County. The Church proposes to
make improvements to the existing site, including construction of new buildings, parking
areas, and stormwater management improvements.
There are no public trust waters on or immediately adjacent the property. However, a .74-
acre portion of the site is located within 575' of normal high water of Deer Creek, which is
classified by the Division of Water Quality as SA ORW, and is subject to CAMA permitting
requirements. The development of the entire site is high density with proposed 56.73% built
upon areas. Within the AEC, proposed built upon areas total 1.14%. The project has
received state stormwater and erosion control approvals (attached).
New development proposed within the 575' Coastal Shoreline AEC includes repair of a 4' x
24" section of existing culvert, excavation of a stormwater holding basin and vegetated filter,
and installation of associated treatment system piping, pump, and diversion structure. Also
included for construction within the AEC is a 222 square feet portion of a new building and
145 square feet of asphalt parking lot.
The project has been reviewed and conditionally approved by the Town of Cape Carteret on
March 17, 2008. The approval was contingent upon receiving appropriate stormwater and
CAMA permits and addition of a note to the project plans prohibiting access to the property
via Loma Linda Court. A letter from the Town Code Enforcement Official summarizing the
approval is enclosed with this application.
The culvert to be repaired is located in the embankment between an existing manmade
pond located on the Church property and another existing manmade pond on an adjacent
tract. The repair work is needed to ensure the integrity of the embankment. While 404
wetlands are found in both manmade ponds, none are found in the repair area. (Please see
enclosed wetland delineation approval by the US Army Corps of Engineers.)
Construction of the holding basin and vegetated filter will involve excavation of 427 cubic
yards of material from within the AEC, while total excavation for the basin and filter (both
inside and outside of AEC) total 1,174 cubic yards of material. The spoils will be used as
building pad and parking lot fill.
A total of 863 cubic yards of additional fill will be needed to construct the building and
parking lot. Installation of the building pad fill will require a total of 407 cubic yards of fill
material within the AEC, while the total parking lot fill within the AEC will be 73 cubic yards.
The excavated basin/vegetated filter will be stabilized with sod.
Proposed grading activities within the AEC will be limited to installation of building pads,
parking, and stormwater system.

This letter is in response-to your question concerning-the -status of approval for Cape
Carteret Baptist Church's Commercial Site Plan (CSP). On March 17, 2008 the Cape
Carteret Board of Commissioners granted conditional approval to Cape Carteret Baptist
Church on their CSP. The conditions that must be met prior to the start of construction
activities are as follows:
1. Approval of a storm water permit as required-by Division of Water Quality
2. Approval of a CAMA permit as required by the Division of Coastal Management
3. A notation referenced on the plans to a letter filed with the town concerning
access onto Loma Linda Ct.
Of-the-three conditions, only one has been met since that-meeting. We have on file in this
office a copy of the storm water permit approval letter from Al Hodge, Regional
'Supervisor at DWQidentifyingthat Permit No. SW8080120 dated April 14, 2008 has
been issued for this project. Once the other two conditions have been met, the church
may then begin their construction activities.
