Rob,

He's the only one that didn't sign. I left the meeting with the impression he was ok
with carrying the two alternatives forward, but he didn't think he could sign until
he had done his public notice. That didn't make sense to me that he couldn't sign,
but I was going to move on since he said it wasn't a problem. I just figured he'd
sign at the CP3 meeting. FHWA, however, has said that he needs to either sign or say
why he can't sign. That's what the elevation brief he sent out last week was about.
I've sent him additional information and talked to him over the phone, but the brief
is the only written response I've gotten.

That's what I thought. My memory on that meeting is a bit blurry, did other agencies
sign CP2 as well, or is he the only one who didn't sign?

Have minutes been posted or published for the April 22th merger meeting for
U-4444? I seem to can't find a copy in my file for it.
