Subject: Natiaiwide Permit # 14
Bridge 580284, SR 1410 Cane Creek Road
State Project No. 17BP.13.R.59
McDowell County, NC
Dear Ms. Beckwith:
JAMBS H. TROGDON, III
SFCR[TRY
1 have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on SR 1410 Cane Creek Road, McDowell County, NC.
We propose to replace the existing 18'7" timber bridge with an aluminum box culvert (24'x
5'9") with low flow channel. Stream slope at the culvert site is 2.5%. Culvert installation will
result in permanent impacts to 41 linear feet of Cave Creek with an additional 52 linear feet of
floodplain bench/stabilization. Temporary impacts to 100 linear feet of the stream are necessary
for dewatering/diversion during construction. The stream is approximately 10 feet wide with
predominately sand, gravel and cobble substrate. Cave Creek is classified as Class C, Trout.
Existing channel morphology will be maintained upstream and downstream of the culvert.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myo[is sepdentrionalis)
(NLEB) summer roosting habitat via tree clearing. Pollowing the SLOPES from NWP Regionai
Codition 3.13, the project is located outside of a red HUC and a survey found no evidence of
bat presence/usage at the site. No trees will be cleared for the project. No effect on the
remaining McDowell County list of federally protected species (threatened or endangered) or
designated critical habitat will occur.
