SUBJECT: Start-of-Study, Clemmonsville Road, Forsyth County, TIP Project U-2923
This is to inform you that the City of Winston-Salem is starting the project development,
environmental, and engineering studies for the proposed Clemmonsville Road Project,
U-2923. The City of Winston-Salem is developing the project, while NCDOT is the state
project agency for the project. This project is included in the 2007-2013 North Carolina
Transportation Improvement Program (TIP). Right-of-way is scheduled to begin federal
fiscal year 2009, and construction is scheduled to begin federal fiscal year 2011. The TIP
cost estimate for the project is $9,940,000; with the right-of-way estimate at $2,325,000
and construction estimate at $7,300,000.
Attached for your review and comment is a scoping information sheet for the proposed
project. We would appreciate any information you might have that would be helpful in
evaluating potential environmental impacts of the project. If applicable, please identify
any permits or approvals that may be required by your agency. We would appreciate your
response by June 15, 2008. Please include the TIP project number in all correspondence
and comments. It is anticipated that a state environmental assessment / finding of no
significant impact document will be prepared for this project. This document will be
prepared in accordance with the North Carolina Environmental Policy Act. If you have

Introduction
The City of Winston-Salem in conjunction with NCDOT's Project Development and
Environmental Branch has initiated the preparation of a State Environmental Assessment for
North Carolina Department of Transportation (NCDOT) TIP Project U-2923.
Although the City of Winston-Salem is preparing the document and designs, state funds will
be used to help finance the project. Therefore, NCDOT is being used as the contact for
agency input. The project's environmental review falls under the North Carolina
Environmental Policy Act. It is expected that the project will be processed with a combined
State Environmental Assessment / Finding of No Significant Impact (SEA/FONSI).
Project Description
The proposed project would improve traffic flow on SR 2747 (Clemmonsville Road) in
Winston-Salem, from SR 3011 (Old Salisbury Road) to South Main Street, a distance of
1.9 miles. Sidewalks are anticipated to be constructed, as well. In addition, the project may
accommodate bicyclists through the provision of wider through lanes for shared motorist /
bicyclist use. See Figure 1 for the project's location.
This project is included in the 2007-2013 State Transportation Improvement Program (STIP).
Right-of-way is scheduled to begin federal fiscal year 2009, and construction is scheduled to
begin federal fiscal year 2011. The STIP cost estimate for the project is $9,940,000; with the
right-of-way estimate at $2,325,000 and construction estimate at $7,300,000.
This project is included in the Draft 2008-2015 STIP. Right-of-way is scheduled to begin
federal fiscal year 2009, and construction is scheduled to begin federal fiscal year 2011. The
STIP cost estimate for the project is $9,940,000; with the right-of-way estimate at $2,325,000
and construction estimate at $7,300,000.
Existing Facility
• The western project terminus is at the intersection of SR 2747 (Clemmonsville Road)
and SR 3011. The eastern project terminus is at the intersection of SR 2747
(Clemmonsville Road) and South Main Street. The facility is predominantly two
12-foot lanes with 2-foot grass shoulders. There are some sections where left turn
lanes have been added.
• SR 2747 (Clemmonsville Road) is classified as an "Urban Collector" in the statewide
functional classification system.
• There is no recorded right-of-way along SR 2747 (Clemmonsville Road); however,
on-site inspections indicate 40 feet of right-of-way may be claimed by maintenance,
subject to recorded plat or deed reservation. There is no control-of-access along
SR 2747 (Clemmonsville Road).
• The existing posted speed limit is 35 miles-per-hour. There is a school zone speed
limit of 25 miles-per-hour during posted times.

• Two horizontal curves have a design speed of 35 miles-per-hour. All other horizontal
curves have a higher design speed. The vertical alignment is rolling with no grades
over 6 percent.
• Intersections at SR 3011, Sides Road, Brewer Road, Konnoak Drive, and South Main
Street are signalized. There is an interchange at NC 150 (Peters Creek Parkway). All
other intersections are stop sign controlled.
• There are no railroad or railroad corridors along the project.
• Bridge Number 107, which carries SR 2747 (Clemmonsville Road) over NC 150 is
185 feet long with a clear roadway width of 28 feet. There are no culverts crossing
under SR 2747 (Clemmonsville Road).
• The proposed project is expected to have an impact on utilities. The following utilities
are located within the project corridor: water and sewer (City of Winston-Salem),
electricity (Duke Power), phone (AT&T), and cable TV.
• There are no existing sidewalks along SR 2747 (Clemmonsville Road).
• SR 2747 (Clemmonsville Road) is not designated as a bicycle route.
• In 1997, approximately 41 school buses traveled on SR 2747 (Clemmonsville Road)
twice daily during the school year. This quantity will be updated later in the
environmental review process.
Purpose and Need
The purpose of the project is to improve traffic flow and safety along SR 2747
(Clemmonsville Road). SR 2747 (Clemmonsville Road) is an urban collector linking the
Village of Clemmons with southern and eastern Winston-Salem. Currently, the existing
facility is near capacity; therefore, is not adequate to handle increasing traffic demand.
SR 2747 (Clemmonsville Road) has an accident rate higher that the average for similar
facilities through the state.
The project is in the 2030 Winston-Salem Urban Area Long-Range Transportation Plan. The
long-range transportation plan identifies facilities (including but not limited to major roadways,
transit, and intermodal components) that function as an integrated regional system. The plan
includes both short- and long-term actions that develop and maintain an integrated,
intermodal transportation system that is accessible and that efficiently moves people and
goods. The transportation plan was developed with input from the public and was
coordinated with transportation providers including regional airports, rail-freight operators,
and others within the area. The transportation plan reflects land use, environmental, and
intermodal considerations and provides a financially constrained vision of future
transportation investments.
Project History
The project was previously developed in the mid 1990s by NCDOT, resulting in a state
environmental assessment approved on December 15, 1997. The preferred alternative in
that document was a 5-lane roadway along the existing alignment.
Input from representatives of the City of Winston-Salem was received as a part of the 1997
environmental review. Their concerns focused on the property and neighborhood impacts
that would result from widening to a 5-lane roadway. In lieu of the 5-lane improvements, the
City of Winston-Salem is proposing to widen SR 2747 (Clemmonsville Road) to a three-lane

section with some additional intersection improvements. Although these improvements will
not provide the same benefits to through motorists that a 5-lane section would, it will
accommodate traffic volumes better than the existing two-lane facility and can be constructed
without major impacts to the surrounding neighborhoods and community.
Proposed Improvements
The proposed project would widen existing SR 2747 (Clemmonsville Road) to three lanes to
accommodate left-turn movements. In addition, intersections would be improved with
consideration of incorporating roundabouts at the ramp termini of the Peter Creek Parkway
interchange. The project may be designed to accommodate bicyclists with shared use lanes.
Sidewalks are anticipated to be constructed along the improved roadway.
Anticipated Environmental Impacts
Environmental studies will be conducted and impacts will be updated as a part of the
preparation of the SEA/FONSI. A review of the previous environmental document (the 1997
Environmental Assessment), highlights the following issues along the project:
Farmland. The project is wholly within the limits of the City of Winston-Salem. No farmlands
would be impacted.
Right-of-Way and Relocations. Additional right-of-way and some residential relocations will
be required as a part of this project.
Cultural Resources. In 1996, there were no properties in the area of potential effect (APE)
listed or eligible for listing in the National Register of Historic Places. In addition, there were
no known archaeological sites located in the APE.
Water Resources. No surface waters are located within the project study area; therefore,
direct impacts to water resources are not anticipated.
Waters of the United States. There are no known areas of wetlands or surface waters
located in the project study area. A biologist will survey the area for any unmapped streams
or wetlands.
Permits. A Section 404 permit from the United States Army Corps of Engineers is not
anticipated to be needed.
Flood Hazards. No flood hazard zones are crossed by this project.
Air Quality. The project is part of a conforming long-range transportation plan and
transportation improvement program.
Noise. Exterior traffic noise levels are expected to increase for some receptors in the vicinity
of the project; however, no receptors are expected to experience a substantial increase in
exterior noise levels.
