The Wilmington District, Corps of Engineers (Corps) has received an application from the Cliffs at
High Carolina seeking Department of the Army authorization to impact approximately 6,149 linear feet of
stream channel, 0.219 acre of wetlands, and 0.03 acre of open water in order to construct a golf course
and residential development on a 2,780 acre tract of land known as The Cliffs at High Carolina. This
property is located off of Patton Cove Road near Swannanoa and Old Fort Road near Fairview in
Buncombe County, North Carolina.
This Board has received several calls and emails in regard to this project. Citizens are concerned
with the impact of this development on ground and spring water availability as well as the development's
impact on the environment in general. Based on their concerns, we would officially request that the Corps
hold a public hearing/information session on this application. We would further request that you hold this
hearing here in Buncombe County so that it is convenient to the citizens of Swannanoa and Fairview.

scheduled hearing so that we can make that information available to our citizens.
