PROJECT SUMMARY: The applicant is proposing to provide water access for the property owners of the Pecan Grove Plantation subdivision by improvements to the existing boat ramp facility. PROJECT DESCRIPTION The project site is located on Pelican Walk Road (SR 1670A), adjacent to the Atlantic Intracoastal Waterway (AIWW), in the Pecan Grove Plantation subdivision, in Pender County. Pecan Grove Plantation is located off US Hwy 17, north of the community of Hampstead, on Sloop Point Loop Road (SR1563). To access the project site, follow Sloop Point Loop Road for approximately 2.6 miles, turn right on Alton D. Rivenbazk Road (SR 1670) for approximately 0.5 miles, then turn right onto Pelican Walk Road (SR 1670A) and the boat access area is on the left side approximately 0.1 mile from the turn. Pecan Grove Plantation is a fairly new subdivision consisting of 79 single-family residential lots. An additiona1291ots aze proposed for future development in Phase II. The original subdivision was outside of the area which requires CAMA permits, but did receive a State Stormwater permit (SW8020624) and an approved Sedimentation and Erosion Control Plan (PE-03071). For this application, the proposed community boat ramp and pier, a new Stormwater application has been submitted (SW8030810) and a modification to the Sedimentation and Erosion Control Plan will be needed. The project site consists of two lots (Lot 7 & Road "B") adjacent to the AIWW, on the south side of Pelican Walk Road. The property is approximately 160 feet wide and 250 feet in depth from the road right- ofway. The property has an average elevation of 5 feet above MHW and the highground azea is maintained in mowed lawn grasses and clover. There aze some Wax Myrtles (Myrica cerifera) and several large Live Oaks (Quercus sp.) scattered over the lots. There is an existing concrete boat ramp in the southwest corner of the property. Adjacent to the shoreline, there is a border of coastal wetlands, approximately 50 feet wide, consisting of Smooth Cordgrass (Spartina alterniflora), Bulrush (Scirpus spp. ), Salt Meadow Grass (Spartina patens) and two small stands ofBlack-needle Rush (Juncus romeranus). The transition from tidal marsh to highground exhibits; Marsh Elder (Iva frutescens), Seashore Mallow (Kosteletskya virginica), Marsh Pennywort (Hydrocotyle umbellata), and Morning Glory (Ipomea sp.). There is also a small area, in the northeast corner of the property, of "404 type" wetlands that have been delineated landwazd of the tidal mazsh. The delineation has been approved by the US Army Corps of Engineers. This azea exhibits several wetland plant species including; Soft Rush (Juncus effusus) and Sedges (Carex sp.). There appears to be a shellfish lease in the open water azea adjacent to a portion of the property's shoreline. Signage (L. A. Lee 45-744) indicates that the lease encompasses the near-shore water azea north of the boat ramp. The waters of the Atlantic Intracoastal Waterway, adjacent to the proposed project area, are classified SA, by the NC Division of Water Quality. This section of the waterway is NOT designated as a Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The azea is OPEN to the harvest of shellfish and there are shellfish leases to the north of the property. The applicant is proposing to provide water access for the property owners of the Pecan Grove Plantation subdivision by improvements to the existing boat ramp facility. The project proposes both maintenance and new dredging, a community pier, gazebo, access driveway and pazking area. To the southwest of the project site, there is an existing shore pazallel channel and with an access channel to the AIWW This man- made channel was permitted f~ Roy Gore in 1993 (State Permit 3-93) to provide water access to the property owners of Ida Jones subdivision. The 20 ft. wide channel stops just short of the base of the existing boatramp. The applicant proposes to complete maintenance dredging of the existing parallel and access channel (900' X 20' X -5') and extend the excavation (90' X 90' X -5') to include the base of the boat ramp and the proposed community pier. The applicant is requesting a final project depth of -5 feet at mean low water (MLW). The. applicant would complete the excavation with a barge mounted excavator, generating approximately 1,950 cubic yards of spoil material. The spoils disposal azea (170' X 75') would be located on the highground area of Lot 7, where, once dry, it will be hauled to highground locations within the Pecan Grove Subdivision. A community pier is proposed adjacent to the north side of the boat ramp. The pier would be 85 feet long and 6 feet wide and would terminate in a covered, T-head platform (20' X 25'). A floating dock (25' X 6') would be installed on the south side of the pier, landward of the David Greer/Pecan Grove Plantation Community Pier Page Three T-head. Upland development includes a gazebo (30' X 30'), located 30' from MHW and connected to the pier by an elevated wooden walk way. There would be approximately 0.8 acre of high ground disturbance for the proposed access drive and parking spaces. 10. ANTICIPATED IlVIPACTS The proposed maintenance dredging of the existing channel would impact approximately 1800 square feet of previously dredged shallow bottom azea. The proposed new dredging work would impact approximately 8,100 squaze feet of shallow bottom area. The majority of the new dredging appears to be within the limits of the existing shellfish lease. The proposed spoils disposal area would disturb 12,750 squaze feet of. highground azea on Lot 7. The proposed pier and dock would incorporate 650 squaze feet of estuazine waters and public trust azea. There would be increased turbidity levels during project construction. The construction of the proposed gazebo, access road and parking area would disturb approximately 0.8 acres of highground azea and result in the creation of approximately 10,691 square feet of impervious surface on the property.
