9. PROJECT DESCRIPTION
Land Management Group, representing Seaside Landing Partners, LLC, has requested that the attached.application beprocessed
under the Express Permit Review Program.
The applicant's project is located along Seaside Road (State Road 1162), adjacent to the Atlantic Intracoastal Waterway
(AIWW), in Shallotte, .Brunswick County. To find the property, take Highway 17 south from Wilmington towards Sunset
Beach. Turn left at Grissettown on N.C. Highway 904 and travel approximately 4-5 miles. Cross over N.C. Highway 179 and
continue along Seaside Road. The subject property will be located on the left side at the terminal end of Seaside Road. The
subject property is bordered by residential properties to the north, east and west. The AIWW borders the property to the south.
The subject property is approximately 4.35 acres with roughly 300 linear feet of shoreline along the AIWW (the southern
property line). The applicant is currently in the process of constructing a 52-unit condominium building on the property. The
upland development portion of the project is located outside of the 75' Estuarine Shoreline Area of Environmental Concern
(AEC) and is approximately 50-60% complete. Elevations at the site range from 4' to 20' above Normal High Water (NHW).
High-ground vegetation on the tract consists primarily of lawn grasses and a few Live Oak trees. Under story vegetation consists
of Wax Myrtle and Yaupon. Coastal marsh vegetation, including, Black Needle Rushl, Spike Grass and Cordgrass Marsh exists
along the southern shoreline, on the waterward side of the existing bulkhead. The marsh area adj acent to the site ranges in width
from approximately 20 to 40 feet.
The waters of the AIWW, adjacent to the project site, are classified as SA by the North Carolina Division of Water Quality. The
area is designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. According to the Division of
Environmental Health, Shellfish Sanitation Section, the waters of the AIWW, in the area of the proposed project, are CLOSED
to the harvesting of shellfish.
PROPOSED PROJECT
The applicant proposes to construct a residential condominium complex including roads, parking areas, utilities, stormwater
infiltration system, community access pier and observation platform. As previously mentioned, the upland development work
being proposed as part of the condominium development is located outside of the 75' Estuarine Shoreline Area of
Environmental Concern (AEC). The project is being reviewed through the CAMA Major Permit process due to the applicant's
request to construct a community pier and observation platform along the southern shoreline.
Beginning at the intersection of Seaside Road and Seashell Lane, the applicant proposes to construct an entrance/exit drive
(Seashell Lane). Seashell Lane would consist of a 25' wide asphalt driveway (50'right-of--way) that would extend in an easterly
direction and ultimately terminate in a turn around cul-de-sac. Seashell Lane would provide access to the parking area located
on the northern side of the condominium complex. Utilities for each of the lots would be located within the street right-of--way.
As proposed, the community pier (6' x 178') would originate along the waterward edge of the existing retaining wall. The pier
would extend in a southerly direction, crossing a narrow section of coastal wetlands, and terminate in a 16' x 16' "T-Head"
platform. The platform would be located over open water, approximately 80' from the waterward edge of the coastal marsh, well
within''/4 of the width of the waterbody and just outside of the existing channel and COE's 80' setback. Water depths in the
vicinity of the proposed platform range from 0.0 feet to -0.6 inches at Mean Low Water (MLW).
The applicant has indicated that sanitary sewer and public drinking, water would both be provided by the local municipality.
The applicant has received approval from the North Carolina Division of Water Quality, for high-density development under
Express Low-Density Stormwater Permit SW8050558, issued on 9/02/05. The applicant has also submitted, and obtained
approval of a Sedimentation and Erosion Control Plan (SECP) from the Division of Land Quality. The plan was approved on
5/11/O5.

10. ANTICIPATED IMPACTS:
The initial grading of the property would result in the disturbance of approximately 3.19 sq. ft. (138,956.4acres) ofhigh ground.
The proposed pier and platform would result in the shading of approximately 120 sq. ft. of coastal wetlands and would
incorporate approximately 724 sq. ft. of estuarine waters and public trust areas. As previously indicated, no impacts are
proposed within the 75' Estuarine Shoreline AEC.

Project Narrative
CAMA Major Permit
Seaside Landing, Brunswick County
Seaside Landing Partners LLC, requests a CAMA Major permit for construction of a
pier, gazebo, and boardwalk. The Seaside Landing Condominium building is located at
the end of Seaside Road (SR 1162) in Brunswick County, abuts AIWW, and totals 4.35-
acres m size.
Waters of the AIWW at this location have been classified SA by the NC Environmental
Management Commission, PNA by the NC Marine Fisheries Commission, and are
presently closed to shellfishing.
Currently on the tract, construction is underway on a 52 unit condominium building with
associated parking and utilities. All work for the project has been contained outside the
AEC, and no impacts are present. Stormwater and sedimentation and erosion control
permits have been obtained (see attached) for the upland development. Proposed
boardwalk and pier will be the only construction activities within the AEC.
The ninety six foot long by six foot wide pier will be elevated a minimum average of
three feet above the marsh substrate, located adjacent to the existing bulkhead. Along the
pier, over open water, a sixteen foot by sixteen foot gazebo is being proposed. A six foot
wide boardwalk extending eighty two feet from the existing upland development down to
the pier is also being proposed.
