The Cliffs at High Carolina recently submitted an application to the Army Corps of Engineers for
authorization to impact approximately 6,149 linear feet of stream channels, wetlands and open water
in order to construct a golf course and a residential development in approximately 2,780 acres located
in both Swannanoa and Fairview in Buncombe County, North Carolina.
There is a significant degree of public interest due to the negative impact on the environment and
residents. I live at Alpine Mountain which is adjacent to the Cliffs property on the Swannanoa side.
This development is inclusive of several streams, creeks and waterfalls. Furthermore, all the residents
depend on well-water since city-water is not available. The Cliffs development and golf course can
adversely impact the quality of the drinking water.
We are concerned with the development's activities and practices that are not adequately protective of
the environment, particularly in highly significant and sensitive areas such as the Blue Ridge
Mountains. These 2,780 acres are heavily forested and home to many species of animals. It is
imperative that we protect and preserve our natural resources for the benefit of present and future
generations.
Below is a link to the "Save our Saluda" organization. The South Carolina conservation community
has stated that the golf course planned at the Cliffs at Mountain Park in South Carolina does not meet
the conservation standards originally agreed to by The Cliffs. Furthermore the project will not protect
the trout fishery and ecological integrity of the North Saluda as required by SC Department of Health
and Environmental Control and the Army Corps of Engineers under the Clean Water Act.

I am hereby requesting a Public Hearing and a one-month extension in order to collect more
information from various agencies and environmental studies, as well as research the Cliffs' history of
compliance with previous environmental permits.
