On January 18, 2017, the Division of Water Resources (Division) received your application, with
additional information provided January 27, 2017 and February 10, 2017, requesting a 401
Water Quality Certification from the Division for the subject project. The Division has
determined that your application is incomplete and cannot be processed, The application is on -
hold until all of the following information is received:
1� Page 4 of the Pre -Construction Notification Form (PCN) indicates 0.29 acres of
permanent wetland impacts and 350 linear feet of temporary stream impacts, however
the two maps provided only show excavation areas of open waters, Please provide a
site plan showing the location of the streams, wetlands and open waters and denote
which are proposed to be impacted from the project.
2. Please provide a draw -down rate for Stonegate Pond and Lake Trace, The application
states that Stonegate Pond will be lowered by removing a gate blocking the low level
outlet, but no information is provided as to how Lake Trace will be lowered; please
provide this information.
3. Please provide details as to how the pond and lake will be refilled to their normal pool
elevation while maintaining flow downstream at all times.
4. Please explain how the stream will be avoided during the excavation process for both
Stonegate Pond and Lake Trace. Will you use dam -and -pump, cofferdams, or some
other type of method? Please explain in detail.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. Please respond in writing within 30
calendar days of receipt of this letter by sending two (2) copies of all of the above requested
information to the 401 & Buffer Permitting Branch, 1617 Mail Service Center, Raleigh, NC
27699-1617. If all of the requested information is not received in writing within 30 calendar
days of receipt of this letter, the Division will be unable to approve the application and it will be
returned. The return of this project will necessitate reapplication to the Division for approval,
