On February 17, 2017, the Division of Water Resources (Division) received an application from
Southern Crossroads, Inc., requesting a 401 Water Quality Certification and Neuse Riparian
Buffer Authorization from the Division for the subject project. The Division has determined that
your application is incomplete and cannot be processed. The application is on -hold until all of
the following information is received:
Page 3 of the PCN indicates the owner of the project is Southern Crossroads, Inc.,
however the proposed sewer crossing shown on Sheet C2 is shown on Mr. Jesse Page's
property. Pursuant to 15A NCAC 02H .0502(f), when the applicant (Southern
Crossroads, Inc.) does not have title to the property, documentation must be provided
that the applicant has been authorized by the owner to apply for a certification. Please
provide that documentation.
Please provide a site plan on a full plan sheet (scale no smaller than 1"=50') with the
proposed commercial and multi -family layouts, including building envelopes. Include all
jurisdictional features (streams, wetlands, riparian buffers, etc.) as overlays on the site

Pursuant to Title 15A NCAC 02H .0502(e) and Title 15A NCAC 02B.0233, the applicant shall
furnish all of the above requested information for the proper consideration of the application.
Please respond in writing within 30 calendar days of receipt of this letter by sending one (1)
copy of all of the above requested information to the 401 & Buffer Permitting Branch, 1617
Mail Service Center, Raleigh, NC 27699-1617. If all of the requested information is not received
in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve
the application and it will be returned. The return of this project will necessitate reapplication
to the Division for approval, including a complete application package and the appropriate fee,

Please be aware that you have no authorization under Section 401 of the Clean Water Act for
this activity and any work done within waters of the state may be a violation of North Carolina
General Statutes and Administrative Code.
