Bristol Subdivision is a 150 -acre proposed housing development in Apex, North Carolina located within the Cape Fear River Basin. The property, designated by the red lines in Figure 1, is situated along New Hill Olive Chapel Road approximately/2-mile north of Old US Highway 1. The site is bordered by New Hill Olive Chapel Road on the western boundary and a powerline easement on the eastern boundary. Little Beaver Creek is located immediately north of the site and transects the northwestern corner of the site. Site drainage is achieved via five unnamed tributaries of Little Beaver Creek that traverse the site. While a flood way and flood plain have been established for Little Beaver Creek, the tributaries associated with the subject property have not been studied as part of the Federal Emergency Management Agency's Flood Insurance Study for Wake County, according to FIRM Map Number 3720071000K and 3720072000J. Figure 1: Approximate site location outlined in red This development is subject to the Town of Apex stormwater management ordinance. In compliance with Section 6.1.7(a)(3) of the Town of Apex UDO, this impact statement serves to show the impacts from the development site to the confluence point downstream where the area of the proposed development is less than 10% of the total drainage area (the "10% point"). The purpose of this analysis is to ensure the proposed development will not adversely impact existing infrastructure downstream of the site. STORMWATER IMPACT STATEMENT The site drains to Little Beaver Creek via five unnamed tributaries. This stream is located within a FEMA mapped floodplain. Because the site is to detain the 1- and 10- year storms per Apex ordinance, flows exiting the site will be reduced below pre -development levels at all points of analysis at the site boundary for the l- and 10 -year events. To determine if detention has any adverse effects on downstream infrastructure, the study was extended to the 10% point. The culvert located at New Hill Olive Chapel Road was identified as infrastructure to be evaluated as part of this analysis. The drainage area to a culvert immediately downstream of the site (POA - CULVERT) is approximately 2.09 square miles (1345 acres). Another point of analysis (POA) was established further downstream to determine a POA such that the development area is less than 10% of the total drainage area; the drainage area to this point of analysis (POA -10%) is approximately 2.96 square miles (1895 acres). The site is approximately 8% of the total drainage area to POA -10%. The post -development peak flows at all points of analysis are reduced to below pre -development levels, therefore demonstrating no adverse impacts on downstream infrastructure. Apex, North Carolina PRELIMINARY STORMWATER MANAGEMENT PLAN The proposed development will be comprised of single family homes and other associated infrastructure. This development is subject to the Town of Apex Unified Development Ordinance Article 6. The purpose of this study is to demonstrate the proposed site is in compliance with this ordinance. The site in its existing conditions is mostly wooded and drains to Little Beaver Creek via five unnamed tributaries. The site is also mostly comprised of HSG'D' soils. The proposed development will increase impervious area to approximately 41% of the site. The impacts of the increased runoff from the development will be mitigated, to the greatest extent practicable, with stormwater control measures (SCM), including 5 wet ponds. STORMWATER MANAGEMENT REQUIREMENTS The proposed development is within the Cape Fear river basin. The site must therefore meet Town requirements relating to town wide ordinances and policies for stormwater compliance for this watershed. Post development peak flow is to be attenuated to predevelopment levels in the 1-, and 10 -year 24-hour storms. The wet ponds shall be designed to achieve a minimum of 85% reduction in total suspended solids.
