Dear Mr. Honeycutt:
This Office is in receipt of the plans dated June 20, 2002 for the stormwater management plans at the
subject facility prepared on your behalf by The John R. McAdams Company and submitted to the Division on
June 26, 2002. As specified in the 401 Water Quality Certification, dated May 21, 2002, and in 15 A NCAC 02B
.0232(5) diffuse flow must be maintained in the buffers. Staff from the Wetlands Unit reviewed the plans and
found potential violations of the Certification and Neuse Buffer Rules.
The stormwater discharges just north of the intersection of Sporting Club Drive and Road S-39 indicate
that diffuse flow through the entire buffer will not be achieved by design. Also, based on the information
provided for the other outlets, it is not clear that diffuse flow will be maintained through the entire buffer at non-
erosive velocities. Insufficient information was provided to show that the flows from these dissapators would be
diffuse and would not be erosive through the entire buffer.
