General Project Narrative: This project involves the replacement of Bridge No. 100433 over Glady Fork on SR 3464 (Black Oak Cove Road) in Buncombe County, NC with a 16'-6"x6'-8" aluminum box
(Description of Minimization of Water culvert. This bridge replacement and the associated roadway improvements have been designed in a manner that minimizes the increase in impervious surface area. The
Quality Impacts) culvert will have a sill and floodplain bench installed that will promote a low flow channel within the culvert during normal flow conditions. A proposed lateral ditch in the northeast
quadrant of the proposed culvert will collect and convey stormwater runoff from the road surface to a 15" pipe, which will outlet onto a rip rap pad and into Glady Fork
downstream of the culvert. The proposed ditch will be lined with Permanent Soil Reinforcement Matting to prevent erosion of the ditch channel.

Avoidance and Minimization Efforts: The proposed culvert will be buried 1.0' with low- and high-flow sills, baffles, and a floodplain bench to retain bed material and promote a low flow
(Bridge to Culvert) channel that maintains the dimensions and velocities of the existing low flow channel as closely as possible. The culvert approximates the existing
bed slope and provides a smooth transition from upstream to downstream.
