Tlie existing structure will be replaced soon with a 3SL cored slab bridge on the same location. An off-site detour will be used to l�andle traffic during construction. This project was originally developed under the federal Low Impact Bridge Program, but now state funding �vill be used for the work. The only impacts proposed with the project involve temporary flow dive�sions and rip rap scour protection. The need for rip rap scour protection under the new bridge was identified during the preconstruction meeting. An attempt will be made to avoid the placement of all rip rap below the ordinary high water elevation of tlie stream, but that may not be possible due to the steepness of the sh�eam banks and the proximity of the existing bridge supports to the stream edge. Enclosed are a PCN application, preliminary jurisdiction form, marked-up plan sheets showing the proposed work and impact sites, a USGS quad map, photographs, and otlier peitinent project information to assist in your consideration of this request. The U.S. Fisli and Wildlife Service and North Carolina Natural Heritage Program databases were checked for records of threatened and endangered species in Macon Cowity. Long Creek is many miles upstream of the lake and is too small and cold to suppo�t mussels. Therefore, the project will not affect these species. Virgnia spiraea also only occurs in Graham County along the Cheoah River downsd�eam Lake Santeetlali. There are no scoured banks or gravel bars at the bridge that could support this plant and it was not seen during visits to the bridge site. This project should have no effect on Virgnia spiraea. Gray bats usually roost in caves or in/on stivctures year-round while Indiana bats and NLEB only winter in caves or mines with stable, but not freezing, cold temperatures. During waim seasons Indiana bats and NLEB usually roost on/in structures, under the shaggy bark of live trees such as white oaks, sycamores, and hickories, or in cavities oe under tlie loose peeling bark of dead trees. This project will not require blasting, but will require the removal of approximately 6 trees and demolition of an old timber bridge. The stn�ctures were suiveyed for bats and evidence of bat roosting and none were evident; absence of bats will be conf�med prior to demolition. The bridge is not situated in a"red H[JC" where known NLEB matemity roosts and/or hibernacula are a concern and it is several miles fi•om the nearest "red HUC". To protect Indiana bats, the obst�l�cting trees will be removed from October I S to April 15 (winter clearing), With the clearing restriction, we recommend a"may affect, not likely to adversely affecP' dete�mination for Indiana bat due to the minor loss of forested habitat. The Carolina northern flying squirrel and rock gnome lichen are found in spruce-fir forests and other isolated high elevation locations in western North Carolina. However, rock gnome lichen can occasionally be found at lower elevations in deep river gorges with high humidity or on some vertical rock faces that are periodically wet. The bridge site is much too low in elevation and lacks rock faces and otlier habitat conditions requu•ed by these species. The project is small in scale. Erosion and sedimentation wntrol measures will be used to minimize adverse effects of the work on aquatic habitats. Habitats for listed species appear lacking at tlie project site and none of the species known from Graham County were observed during field visits. For these reasons and those discussed above, we recommend tliat a determination of "no effecP' on listed species, with exception to Indiana bats, apply to this project. Tliis project was reviewed by NCDOT's Human Environment Unit and it was determined that a survey was not necessary for archaeological resources, but, due to a nearby eligible liistoric property, a no adverse effect determination was obtained by including a metal bar rail in the bridge design (see attaclied forms). NCDOT best management practices will be used to minimize and conh•oI sedimentation and erosion on tliis project. Impacts to Watcrs of the United States Long Creek (DWQ Class: C Tr) is slio�vn on the USGS topographic map as a perennial stream. It has a well-detined channel appcosimately IS feet in width with a substrate of gravel and cobble. Long Creek flows about 1.5 miles to the Cheoah River (upstream of Lake Santeelah). The Cheoah River meets the definition of a Traditional Navigable Water (TNW). For these reasons, we believe Long Creek is a Relatively Permanent Water (RPN� and is uuder the jurisdiction of Graham i l Replacement Page 3 March 21, 2017 the U.S. Army Corps of Engineers. In order to consh�uct the project, it will be necessary to impact waters of the United States in Nie Little Tennessee River Basin (CU 06010204). Specifically, NCDOT is requesting to replace Bridge No. 11 �vith cored slab bridge. SUMMARY OF CULTiIRAL RESOURCES REVIEW Brief descrip/ion of review aclivilies, resu(Is of revie�v, nnd co�iclusiolis: A map review and site file search wnducted at Ihe Office oFState Archaeology on Tuesday, August 7, 2012 determined that no previously recorded archaeological sites are located within the bounds of, or directly proximal to [he APE. Examination of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), De[ermined Gligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website concluded that none of the above designated propertles were located within or directly adjacent [o the APE. Topographic, historic, and USDA soil survey maps (UoA), aerial photographs, and historical/archaeological reference materials were inspected to assess environmental, cultural, and other criteria that may have resulted in past occupation within the project limits. This work also assisted in determining [he level of modern, agricultural, hydrological, and other erosive-type disturbances which may have previously destroyed or dismantled unknown archaeological deposits or features within and surrounding the APE. Aerial and project photographs support the soil data. The APE consists primarily of the impacted NC7436/SR1127 right-of- way, which is bordered by altered ground surfaces associated with residences, a commercial business location, and the NC143B/SR1127-SR1110 T-intersectlon. Since the replacement effort is anticipated to be dimim�tive in scope and because the project will not impact the areas beyond the existing right-of-way, significant culhiral deposits eligible for listing on the NRHP are highly unlikely to be affected. No further work is recommended for this rt�ral, state-Funded bridge replacement as proposed.
