On November 8, 2016, the Division of Water Resources (Division) received your application requesting a
401 Water Quality Certification from the Division for the above referenced project. Additional information
(signature page & agent authorization form) was received on November 9, 2016. A request for additional
information was sent on December 5, 2016. Additional information was received on February 2, 2017. The
Division has determined that the stormwater management plan submitted with your application is
incomplete and cannot be processed. The application is on -hold until all of the following information is
received:
The Stormwater Management Plan (SMP) must be designed in accordance with either the newly
developed Stormwater Design Manual, or with the archived Stormwater BMP manual. Both manuals
are available on the Division of Energy, Mineral and Land Resources website.
a. Both manuals require that sizing of the stormfilter system shall be in conjunction with
upstream closed detention based on designing the system to provide capture and
treatment of 75% of the first 1.0" rainfall. Please provide calculations and plans that clearly
show the water quality design volume.
Please provide specific details regarding the number and configuration of cartridges as well
as calculations to support the design criteria of a maximum media flow rate of 1 gpm. The
current Stormwater Design Manual indicates that this information can be provided by
Contech to the designer.
You must specify the type of media to be used in the cartridges.
2. Please provide a complete supplement form for the Stormfilter system. Please note that the
supplement form includes a "Required Items Checklist" tab. Please ensure that all items noted on this
tab are submitted.

3. Please provide a properly executed Operation and Maintenance Agreement.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information
for the proper consideration of the application. If all of the requested information is not received in writing
within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it
will be returned. The return of this project will necessitate reapplication to the Division for approval,
including a complete application package and the appropriate fee.
Please respond in writing within 30 calendar days of receipt of this letter by sending one copy of all of the
above requested information to my attention at the address below.
Please be aware that you have no authorization under the Water Quality Certification Rules for this activity
and any work done within waters of the state may be a violation of North Carolina General Statutes and
Administrative Code.
