Dear Ms. Higgins,
On behalf of the Town of Cary, North Carolina this submittal serves as a
Riparian Buffer Authorization request for your review and approval.
Project Location
The approximately 0.66 -acre site is located in Cary, North Carolina in western
Wake County. The project is located on the northwest side of the Cary
Parkway. The coordinates of 35.7881030N, -78.830908°W generally
correspond to the center of the site. The Wake County PIN for the Cary
Sidewalk site is 0753197293.
Project Site Description
The project area consists of approximately 0.66 acres of wooded property and
sidewalk adjacent to S.W. Cary Blvd. The project was traversed by SEPI (E.
Black) on October 4, 2016 to identify wetland and stream features. The
attached Figure 1 depicts the onsite jurisdictional feature. Figure 2 depicts the
project on the Cary, NC USGS Quadrangle (2016) and Figure 3 depicts the
project on the Wake County Soil Survey Sheet #56 (1970).
Jurisdictional Features
One jurisdictional tributary was delineated on the property. The perennial
tributary (Crabtree Creek, Index # 27-33-(1), C -NSW) is depicted both on the
Cary USGS Topo and Wake County Soil Survey. A drainage feature was also
delineated within the project study area, but was determined to be non -
jurisdictional by the US Army Corps of Engineers (USACE) on 1/26/017 and
not subject to the Neuse Buffer Rules by the North Carolina Division of Water
Resources (NCDWR) on 11/30/2016 until reaching channel point 35.78896
Lat. and -78.830668 Long. The drainage feature was noted on the USGS Topo.
Proposed buffer impacts consist of 1254 ft2 Zone 1 and 1166 ftz Zone 2, and
are allowable without mitigation under the Neuse Buffer Rules Table of uses.
